Yugoslavia's Collapse: A Nationalist Descent

This reputation as a 'powder keg' stems from the concentration of diverse ethnic and religious groups whose historical grievances were often exploited by nationalist politicians, creating a recipe for disaster within Yugoslavia.

Following World War II, Josip Broz Tito, a resistance leader, established Yugoslavia as a communist federation of six republics in May 1945, characterized by its decentralized structure and opposition to Soviet dominance, despite maintaining an authoritarian grip.

The 1974 Constitution significantly empowered Yugoslavia's six republics and two provinces with extensive autonomy, but it also created a 9-member presidency intended to succeed Tito as head of state and military commander.

Tito, who died in 1980, suppressed ethnic nationalism through state security under the 'Brotherhood and Unity' doctrine, but his death left no viable succession plan, a moment Mahmut Bakalli later reflected upon.

In March 1981, ethnic Albanian students in Priština demanded republic status for Kosovo, leading to Yugoslav security forces suppressing the protests and jailing hundreds.

This suppression fueled further discontent, while Serbian emigration from Kosovo due to economic hardship and alleged harassment fostered a narrative of victimization, pushing historians to re-examine WWII atrocities and often exaggerate ethnic grievances.

Milošević famously promised the crowd protection, declaring, "No one should dare to beat you," marking his transition into a prominent nationalist leader, with Azem Vllasi later accusing him of orchestrating the event to consolidate power.

An Albanian soldier's killing of four conscripts at the Paraćin barracks intensified anti-Albanian sentiments across Yugoslavia.

Milošević leveraged this climate to purge political rivals like Dragiša Pavlović and Ivan Stambolić, who opposed rising nationalism, using his influence within the Party and media to orchestrate their dismissals at the Eighth Congress of the Communist Party.

Milošević orchestrated 'Meetings of Truth' rallies to seize control, leading to pro-Milošević factions taking power in Vojvodina and Montenegro by early 1989, while Trepča miners staged strikes in protest.

Despite fears for sovereignty in other Yugoslav republics, Milošević pushed through a new Serbian constitution in March 1989, which effectively ended Kosovo's autonomy.

Under Milan Kučan, Slovenia fostered a more liberal environment for journalism and grassroots organizations, while its intelligentsia proposed a national program advocating for increased sovereignty and democracy.

The arrest of four journalists from the youth magazine 'Mladina' by the Yugoslav People's Army, for leaking secret military documents, sparked widespread dissent in Slovenia.

This act led to the formation of the Committee for the Defence of Human Rights, which received public support from Slovenian President Stanovnik and solidified into a powerful pro-independence movement, despite the journalists' sentencing.

Slovenia amended its constitution in 1989 to assert its right to secede, with Croatia backing Slovenia as the last stand against Serbian leader Milošević.

At the 1990 Party Congress in Belgrade, Slovenia and Croatia walked out after their proposals were rejected by Serbian and Montenegrin delegations, leading both republics to schedule multi-party elections for April 1990, indicating they would not continue with the union under Milošević.

Milan Kučan became Slovenia's first democratically elected president, while Franjo Tuđman's nationalist HDZ party secured an absolute majority in Croatia.

Croatia's re-adoption of the 'Šahovnica' checkerboard symbol, associated by Serbs with the WWII Ustaše regime, heightened ethnic friction, which peaked after a violent brawl at a football match between Dinamo Zagreb and Red Star Belgrade.

A planned referendum on Serbian autonomy in Croatia was subsequently declared illegal by the Croatian government.

On August 17, 1990, Croatia attempted to disarm Serb police in Knin using police forces, armored vehicles, and helicopters, but the Yugoslav Air Force intercepted the operation, forcing the Croatian units to withdraw.

A month later, Babić proclaimed the Serb Autonomous Region of Krajina, as the Croat advance was stopped halfway.

Slovenia and Croatia began covertly smuggling weapons in anticipation of conflict, a campaign exposed by Yugoslav Military Intelligence.

Despite these revelations, the Federal Presidency refused to authorize army intervention, leading Slobodan Milošević to declare, "Yugoslavia is finished" on March 15, 1991, effectively announcing Serbia's secession and prompting Croatian Serbs to declare independence on the same day.

As Croatia and Slovenia moved toward independence, fearing war with Serbia, both republics covertly developed military capabilities and smuggled weapons from abroad.

Yugoslav Military Intelligence compromised Croatian efforts by filming secret meetings, broadcasting their findings on national television in January 1991.

In January 1991, the Federal Presidency rejected a request to disarm paramilitary groups in Croatia and Slovenia, and a subsequent Serbian proposal to use the army against protests in Belgrade on March 14, 1991, was also rejected.

On March 15, 1991, Milošević reacted to this federal paralysis by declaring, "Yugoslavia is finished," signaling Serbia's de facto secession, which was immediately followed by Croatian Serbs declaring their independence.
