China-Philippine Ship Collision Sparks International Alarm

A collision took place between the Philippine Bureau of Fisheries and Aquatic Resources (BFAR) vessel, BRP Datu Magat Salamat, and the China Coast Guard (CCG) ship CCG 21585.

The incident unfolded while the Philippine vessel was engaged in providing fuel assistance to Filipino fishermen near Sabina Shoal, an area within the Philippine exclusive economic zone.

The Philippine Coast Guard reported that at 11:04 a.m., the CCG 21585 cut across the stern of the BRP Datu Magat Salamat, maintaining a distance of only about 10 meters.

A subsequent maneuver by the Chinese vessel at 11:13 a.m. resulted in the physical collision, and after the impact, the Chinese vessel reportedly passed within a mere 5 meters. The Philippines interprets these actions as a deliberate pattern rather than an accidental occurrence.

Physical damage occurred to the railings, supports, and deck equipment of the Philippine vessel, although no crew members were reported injured.

Manila contends that China's actions constitute a violation of the United Nations Convention on the Law of the Sea (UNCLOS) and challenges China's expansive claims, which were previously disputed by a 2016 arbitration ruling.

US Ambassador MaryKay Carlson publicly condemned what she termed the "deliberate ramming" by the China Coast Guard.

Canada characterized the maneuvers as jeopardizing regional peace and stability, while Australia's Ambassador Mark Alis-Brown described the movements as unsafe and destabilizing. Japan and the European Union both underscored the critical importance of maritime safety and strict adherence to international law in the region.

China's Coast Guard accused the Philippine vessel of being the cause of the collision, presenting a starkly different account of the incident.

Beijing asserted that the Philippine ship ignored repeated warnings and subsequently executed a dangerous course change, leading to the collision.

China maintains that its Coast Guard operations in the area are lawful enforcement activities conducted within its claimed jurisdiction.
