China Urges EU to Rethink Huawei, ZTE Ban

The European Union is advancing towards a unified approach to telecom security, driven by concerns over fragmented regulations among member states. Previously, varying national restrictions created potential security gaps and inconsistencies across cross-border infrastructure. The Commission became increasingly concerned that these disparate approaches could compromise overall network resilience across the continent.

To address these vulnerabilities, the European Commission proposed a significant revision of the Cyber Security Act on January 20, 2026. This legislative initiative aims to counter foreign interference and reduce strategic dependencies within critical Information and Communication Technology (ICT) chains. A key mandate of the proposal requires the removal of high-risk gear from sensitive network parts within three years of the act's implementation.

The proposed EU measures explicitly target companies like Huawei and ZTE, which the European Commission has already publicly identified as presenting materially higher security risks than other 5G suppliers. These companies face exclusion from security certifications and a three-year deadline for the removal of their 5G equipment from critical infrastructure. The Commission’s stance reflects a determination to mitigate perceived national security threats.

It is crucial to distinguish between two pieces of EU legislation introduced almost simultaneously: the Cyber Security Act on January 20 and the Digital Networks Act on January 21. While the Cyber Security Act focuses on risk mitigation and security, the Digital Networks Act aims to modernize and foster investment in Europe's digital infrastructure. Both sets of regulations contribute to industry concerns, but address distinct aspects of the EU's digital strategy.

The European Commission asserts that the proposed changes are necessary because communications networks have evolved into critical infrastructure, vital for modern society. These systems underpin critical sectors beyond traditional telecommunications, supporting essential services like AI, health, and transport. Therefore, vulnerabilities in telecom supply chains pose widespread risks that extend to various facets of economic and social life.

The debate over telecom restrictions is characterized by clashing perspectives from the key stakeholders. Brussels frames the discussion around the need for resilience in its digital infrastructure, emphasizing security. Beijing views the measures as discriminatory, asserting they target Chinese companies unfairly. European telecom operators, however, are increasingly focused on the financial implications, practical implementation challenges, and timing of such extensive changes.

European telecom operators are sounding alarms over the substantial financial burden associated with replacing existing infrastructure. They are not entirely dismissing cybersecurity concerns, but question the proportionality of the proposed approach and whether the economic consequences of removing and installing new equipment have been adequately assessed. These high costs could disrupt ongoing services and divert crucial funds needed for 5G and fiber expansion across the continent.

Guo Jiakun, a Chinese official, stated, "We hope that the European Union will listen to the reasonable voices from different sectors in Europe and will avoid adopting restrictive measures of a discriminatory nature." Beijing aims to capitalize on European economic concerns and portray the measures as unfair protectionism.

Huawei challenges restrictions it perceives as based solely on country of origin, while Beijing frames the ban as discriminatory protectionism aimed at containing Chinese firms. Conversely, EU officials define strategic dependency itself as a significant security risk, regardless of a supplier's direct actions.

They question how quickly any new rules would need to be implemented, the total cost of replacing equipment, and whether sufficient investment would remain for future infrastructure development. This uncertainty impacts their ability to plan for next-generation networks like 5G and 6G.

The legislation requires approval from both the European Parliament and the 27 member states. A political agreement for the Digital Networks Act, which complements these proposals, is targeted for 2027, indicating a protracted timeline for final implementation.

Trade and economic tensions between Brussels and Beijing have expanded significantly beyond the telecommunications sector. There is growing concern in Europe over critical raw materials, and European Commission President Ursula von der Leyen has highlighted increasing trade imbalances. This indicates that strategic dependence is now perceived as a broader economic security issue for the EU, affecting various industrial sectors.
