Japan to Deploy 5 Warships to Manila

These discussions encompass the protection of classified military information and the acceleration of defense equipment transfers. A broad consensus has been reached in Singapore regarding the transfer of decommissioned vessels, including the Abukuma-class ships and TC-90 aircraft, signifying a new level of bilateral cooperation.

Transferring warships between navies involves significant technical challenges beyond a simple flag change. Philippine crews must undergo extensive training on Japanese systems, and new maintenance regimes need to be established from scratch. Additionally, robust supply chains for spare parts are essential to ensure the operational readiness of these vessels, posing interoperability challenges with existing South Korean-supplied equipment.

Philippine Defense Secretary Gilberto Teodoro Jr. has confirmed that five Abukuma-class vessels are expected to arrive within two to three years under Japan's official security assistance framework. In contrast, Japanese Defense Minister Kihara Minoru has maintained a more cautious stance, emphasizing that discussions are ongoing within a bilateral working group. As of now, no Abukuma-class ships have officially entered Philippine service, highlighting a difference in public messaging between Manila and Tokyo.

Tokyo has approved funding for critical infrastructure projects, including boat houses and slipways, to support the Philippine Navy's rigid-hulled inflatable boats. This assistance also includes the provision of coastal radar, maritime surveillance equipment, and support for the Philippine Air Force's radar networks, indicating a holistic approach to bolstering Philippine defense capabilities.

Philippine maritime surveillance is significantly improving, and naval infrastructure is undergoing substantial expansion. Furthermore, Philippine and Japanese troops are now engaging in sophisticated joint training exercises, facilitating easier deployments and logistics through new bilateral agreements.

Incidents near Second Thomas Shoal and Scarborough Shoal remain frequent, often involving the use of water cannons by the Chinese Coast Guard. Beijing, in turn, attributes these escalating incidents to the actions of Philippine personnel, highlighting a contentious and unresolved territorial dispute.

Manila is adopting a dual-track approach in its relations with Beijing, simultaneously strengthening its defenses and partnerships while maintaining open diplomatic and economic channels. Philippine President Ferdinand Marcos Jr. aims to de-escalate rhetoric to prevent accidental conflict, yet there is no intention to economically decouple from China. Offshore energy exploration remains a potential area for future cooperation, reflecting a pragmatic foreign policy.

No Mogami-class ships are being sent to the Philippines. China's anger is instead directed at Japan's general changes to its export rules regarding defense equipment, a broader policy shift rather than specific ship transfers to Manila.

This includes more naval vessels, enhanced radar coverage, strengthened logistics, increased joint training, greater information sharing, and improved infrastructure. This holistic approach fosters militaries that increasingly know how to operate alongside one another, with Beijing closely monitoring the creation of a security network spanning the Western Pacific.
