Philippines Probes Chinese Survey Ships in West PH Sea

The Philippine Coast Guard is investigating reports that two Chinese military hydrographic survey vessels were operating in strategically sensitive areas of the West Philippine Sea. Reports indicate these vessels were sighted on September 11, 2026, prompting the Coast Guard to verify if their survey work was unauthorized.

The inquiry focuses on the nature of the vessels' activities and their adherence to international and national maritime laws within Philippine waters.

Separate reports have identified the vessels as the Haiyang 23, also known as Qian Xun 873, and the Haiyang 24, also known as Qian Xun 874. Both ships are described as Type 636 hydrographic survey vessels serving with China's People's Liberation Army Navy.

These vessels are specifically equipped for hydrographic and bathymetric data collection, capabilities that extend beyond purely civilian research to potential military applications.

Hydrographic vessels can collect detailed information about water depth, seabed contours, and other marine conditions. Such information, while having legitimate scientific and navigational applications, also possesses significant military value.

Republic Act number 1265, known as the Philippine Archipelagic Sea Lanes Act, contains specific restrictions on foreign vessels conducting hydrographic, oceanographic, or other survey activities while exercising archipelagic sea lanes passage. This law serves as a primary legal framework for governing foreign ship conduct in Philippine waters.

Beyond national law, the Philippines also references rights under UNCLOS regarding marine scientific research in the Exclusive Economic Zone (EEZ). Verification of the vessels' activity is crucial for a comprehensive legal assessment of their presence and actions.

Reports indicate that 48 China Coast Guard and People's Liberation Army Navy vessels were observed across four major areas of the West Philippine Sea between September 8th and September 14th.
