The TPA has explicitly stated that if more combined authorities are to be created, mandatory tax limits must be imposed on these council precepts. They argue that it is unjust to establish new combined authorities, charge taxpayers for staffing and bureaucracy costs, and then allow these bodies to arbitrarily hike taxes, especially given current economic conditions, suggesting that devolution plans should be reconsidered.
