Taiwan Donates Patrol Ship to Philippines Amid Rising Tensions

Taiwan confirmed the donation of one of its decommissioned Coast Guard vessels to the Philippines. This transfer is intended to support law enforcement, rescue operations, and humanitarian aid efforts in the Philippines. However, the exact identity of the vessel and its future operator within the Philippines remain officially unconfirmed.

This donation aligns with Taiwan's historical practice of providing vessels to other countries as part of its international cooperation programs. The Taiwan Coast Guard has previously donated ships to nations such as Palau, the Marshall Islands, and Tuvalu. Taiwan also maintains existing consultation mechanisms with the Philippines for maritime issues.

Automatic identification system (AIS) tracking data identified a ship named "Blingano-1" operating as a Philippine-flagged law enforcement vessel. Initial tracking data showed the ship conducting sea trials, indicating its preparation for active service. Further clarification is needed to distinguish "Blingano-1" from any potential official "BRP number one" designation, suggesting that "Blingano-1" appears to be a temporary delivery name.

Initial reports suggested the transferred vessel was the CG-125, formerly known as the Lienchiang. However, updated reporting citing sources familiar with the transfer later identified the ship as the former Kinmen, a sister ship. Both the Lienchiang and the Kinmen are 500-ton class patrol vessels, and "Blingano-1" was described as a temporary name associated with its delivery to the Philippines.

According to Taiwan Coast Guard specifications, both the Lienchiang and Kinmen are approximately 61.02 meters in length and 11.72 meters in beam. These 500-ton class patrol vessels have a displacement of about 688 tons. Each ship is equipped with four engines, collectively providing 3,720 horsepower.

Reports indicate that the transferred vessel has been stripped of its former armament and original Coast Guard markings. These vessels formerly carried a 20mm cannon and .50 caliber machine guns. This removal of weaponry emphasizes a shift from firepower to mission endurance, aligning the ship with non-military roles.

Such a vessel can support rescue operations farther from shore and remain in an emergency area longer than smaller craft. It provides extended endurance for monitoring illegal, unreported, and unregulated fishing, and can serve as a platform for command, communication, and medical support during various missions.

As of September 17, the Central News Agency reported no official details confirmed by Philippine authorities regarding the vessel transfer. Neither the Department of Foreign Affairs, the Coast Guard, nor the Bureau of Fisheries provided confirmation of the donation. Defense Secretary Gilbert Teodoro Jr. notably denied any knowledge of the donation, stating he had not received such information.

The donation from Taiwan comes as the Philippine Coast Guard actively expands its fleet. The Philippines and Mitsubishi Shipbuilding have begun work on five 97-meter vessels, part of the Maritime Safety Capability Improvement Project. Refurbishing existing platforms, like the one from Taiwan, offers a faster and potentially more cost-effective alternative to new construction, complementing these broader modernization efforts.

This differs from past donations to nations like Palau, Tuvalu, and the Marshall Islands, which maintain full diplomatic relations with Taiwan. Taiwan frames the transfer as a matter of international maritime cooperation rather than a diplomatic exchange.

The transferred vessel was reportedly disarmed to emphasize its non-military nature, aligning it with law enforcement and humanitarian goals. Its primary functions are expected to include rescue operations, disaster response, and civilian assistance. Taiwan also plans future goodwill missions using similar vessels by 2027, further highlighting their humanitarian focus.
