Kim particularly demonstrated the government's strong commitment by designating the Gwangju military airport site as a semiconductor cluster and privately inspecting military facilities and site conditions.

Beyond the site near the military airport, the Gwangju semiconductor cluster is being considered for expansion to areas including Nam-gu, Gwangju, and Naju in Jeollanam-do. Naju, in particular, where Korea Electric Power Corporation (KEPCO) headquarters is located, offers the advantage of easy connection to energy infrastructure to meet massive electricity demands.

Operating a semiconductor fab requires enormous amounts of electricity and water, equivalent to 8-9 large nuclear power plants, making extensive infrastructure securing, including surrounding areas, essential. This expansion plan is expected to positively impact the overall industrial development of the Honam region.

The Honam semiconductor project aims to establish a maximum of nine semiconductor fabs in the long term. In addition to the six initially planned, three more fabs will be constructed, bringing the total to nine semiconductor factories in the Honam region. This signifies a large-scale project that far exceeds the original plans, meaning nine semiconductor factories will be built in Gwangju or the Honam region.

This project goes beyond mere fab construction, aiming to create a package cluster that encompasses all necessary infrastructure for semiconductor production, including R&D, logistics, power, and wastewater treatment for MPE companies.
