China Intensifies Scarborough Shoal Patrols

China announced on August 30th that it would intensify law enforcement patrols around Scarborough Shoal, a disputed territory in the South China Sea. The China Coast Guard stated these operations aim to strengthen orderly management of the waters and safeguard China's territorial sovereignty. These patrols involve combined tactics, indicating a more assertive and integrated approach rather than merely maintaining a standard presence.

Scarborough Shoal's geographic location is a primary concern for the Philippines, as it lies approximately 120 to 124 nautical miles from Luzon. This places the shoal significantly closer to the Philippine mainland than to China, intensifying Manila's interest in asserting its rights and ensuring access for its fishermen.

The 2016 arbitration tribunal ruled that it lacked jurisdiction over issues of territorial sovereignty regarding Scarborough Shoal. However, it declared the area a traditional fishing ground and condemned China's interference with Filipino fishing rights. This ruling provided a legal basis for access but did not resolve the underlying territorial claims.

On July 23rd and 24th, incidents involving Chinese and Philippine vessels were reported, where Chinese ships used water cannons against Philippine vessels. Rear Admiral Jay Tarriela of the Philippine Coast Guard strongly condemned these actions, citing unprofessional conduct and a risk of collision due to close-quarters maneuvers during these confrontations.

China has rejected accusations of unprofessional conduct, asserting that Philippine vessels ignored Chinese warnings and entered its jurisdictional waters. According to John Liu, China maintains that its actions were professional, standardized, and lawful, framing Philippine missions as infringements on Chinese sovereignty.

On August 1st, China's military involvement escalated with drills that included boarding and towing exercises, alongside combat readiness operations by the People's Liberation Army (PLA) naval and air units. Senior Colonel Chen Shi stated that these exercises serve as a serious warning against violations and provocations by the Philippine side, signaling an increased risk of military escalation.

The Philippines formally updated its baseline records by submitting a chart titled 'Bajo de Masinloc and approach' to the United Nations. This submission concerns normal baselines and territorial sea limits, further solidifying Manila's claims in the disputed waters.

The Philippines adopted a new chart for Bajo de Masinloc in March 2026, which China claims is illegal, reiterating its own claim to Huangyan Dao. Arsenio Andolong affirmed the Philippines' commitment to continuing the lawful exercise of its sovereignty over Bajo de Masinloc, indicating a deepening legal and diplomatic dispute.

Both China and the Philippines are increasingly focused on establishing a continuous administrative and operational presence at Scarborough Shoal, moving beyond traditional fishing disputes. China employs law enforcement and interceptions, while the Philippines utilizes military surveillance and international partnerships to assert its control.

Philippine data indicates a notable decline in Chinese naval vessels operating around Scarborough Shoal, contrasted with a significant increase in China Coast Guard presence. In the first half of 2026, China monitored 77 Coast Guard vessels, up from 68 in 2025. This strategy allows Beijing to pressure Manila while framing its actions as civilian law enforcement, which can be perceived as less aggressive than military deployments.

A Reuters investigation has confirmed that Chinese pressure at Scarborough Shoal is severely impacting the ability of local fishermen to access their traditional fishing grounds. Fishermen have reported incidents of cut anchor lines and intimidation tactics by Chinese vessels, making it difficult and dangerous for them to earn a living.

Philippine President Marcos Jr. is pursuing a dual-track foreign policy, maintaining strong treaty alliances with the United States, Japan, and Australia while keeping diplomatic and economic cooperation open with China. However, Manila firmly rejects Chinese assertions of control over the disputed waters, seeking to balance engagement with defense of its sovereign rights.

Recent escalations in the South China Sea, including forced towing, water cannon attacks, and boarding exercises, have significantly reduced the margin for error in the contested waters. This increased frequency and intensity of confrontations create a substantial risk that a controlled standoff could spiral into an armed conflict, with severe regional and international implications.
