Middle East Begins Multi-Billion Dollar Race for Oil Routes Bypassing Strait of Hormuz

A multibillion-dollar race has begun to develop alternative energy infrastructure to bypass the Strait of Hormuz. This initiative is primarily driven by recent conflicts and heightened security risks in the region. The overarching goal is to reduce reliance on a single, vulnerable chokepoint in oil transportation.

This strategic shift aims to stabilize global oil prices in the event of any disruption to the traditional shipping routes through the Strait of Hormuz.

Oil exports through the Strait of Hormuz have seen a significant drop due to geopolitical instability. Before recent conflicts, Middle East producers exported over 20 million barrels per day of oil and petroleum products through the Strait into global markets.

By early August, however, the Persian Gulf's export volume had plummeted to just 36% of its pre-war level, indicating a substantial reduction in oil flow.

Goldman Sachs has identified seven alternative projects, with a combined investment cost estimated between $30 billion and $48 billion. A research team from Goldman Sachs has studied these seven potential alternative projects, which are either currently under construction or in active development.

The ambitious goal of these projects is to move 14 million barrels per day if four of them are successfully completed, though they require significant capital and face various execution risks. These alternatives include extensive pipeline networks designed to connect Iraq to both the Mediterranean and Red Sea.

Iraq faces substantial internal challenges that hinder the successful completion of its proposed energy pipeline projects. These challenges include deep-seated political instability and ongoing domestic tensions.

Bureaucratic issues further complicate project execution, creating significant delays and inefficiencies. Moreover, Iraq is currently not in a financial position to self-finance these extensive pipeline systems, adding another major obstacle.

Existing alternatives, such as Saudi Arabia's East-West Pipeline, face their own set of limitations concerning infrastructure and security. This pipeline runs across Saudi Arabia from Abqaiq to Yanbu and has a current total capacity of about 7 million barrels per day.

Discussions are underway to expand its capacity by an additional 1 to 2 million barrels per day, but this expansion would require significant terminal upgrades to handle the increased volume. Furthermore, security threats in the Red Sea, particularly from Houthi attacks, pose a risk to these routes, underscoring the historical necessity of bypassing Hormuz via Red Sea access.

Despite efforts to develop projects that avoid the Strait of Hormuz, these alternatives do not completely eliminate the risk of Iranian attacks on energy infrastructure. Locations like the Fujairah port and the so-called 'Omani route' remain vulnerable to potential aggression. Iranian forces have historically targeted facilities located beyond the immediate chokepoint of the Strait.

The threat of missile attacks extends throughout the wider region, meaning that even new pipelines and ports designed to offer alternative export routes are still within range of potential strikes. The strategic development of bypass routes, while mitigating some risks, introduces new vulnerabilities that must be addressed.
