Democratic Party Urges Police and Prosecution Reform, Electoral System Reorganization in Andong… Pressures for Action on Lee Jin-sook Expulsion Resolution

The Democratic Party stated it would firmly support Andong's emergence as a new K-tourism hub, building on its successful experience with Gyeongju. Representative Kim Min-seok emphasized Andong's world cultural heritage sites and historical value as a site of the independence movement, promising to revitalize the local economy through these assets.

Furthermore, the Democratic Party pledged to fulfill its role as the leading responsible party in the Andong City Council. It promised to prioritize major local issues, such as resolving the medical school establishment problem, and work to improve the quality of life for Andong citizens.

Representative Kim Min-seok emphasized the importance of police reform following prosecution reform and declared its full-scale implementation. He mentioned that he recognized the need for police reform and requested a reform plan even during his time at the Blue House.

The Democratic Party pointed out six deep-rooted problems within the police, such as 'covering for their own' and 'evidence fabrication,' and suggested forming a police reform task force and implementing drastic personnel changes to eradicate them. The party expressed its commitment to establishing a fair and transparent judicial system through the reform of police investigative powers.

Representative Kim Min-seok emphasized that full tuition support for local public universities is the first step in declaring a revolution for regional revitalization. He presented a vision to strengthen local educational competitiveness and solve the problem of population outflow through this measure.

The Democratic Party stated that it would meticulously monitor the situation with the Lee Jae-myung administration to ensure that private universities are not marginalized, conducting thorough follow-up checks. The party is committed to ensuring that local university policies genuinely contribute to balanced regional development.

Representative Han Byung-do emphasized the significance of the resolution urging the impeachment of Korea Communications Commission Chairperson Lee Jin-sook, which was adopted by the Steering Committee, and strongly criticized the People Power Party's absence and defense of her. He stated that he would hold Chairperson Lee Jin-sook accountable for her derogatory remarks regarding the May 18th Democratization Movement.

Representative Han asserted that any attempt to undermine the values of the May 18th Democratization Movement would not be tolerated, and responsibility would be demanded before the public and history. Through this resolution, the Democratic Party expressed its firm resolve to respond to historical distortion.

Representative Oh Joong-ki called for electoral system reform to dismantle regionalism and establish a fair talent recommendation system. He particularly highlighted the poor conditions of out-of-district committees and requested practical support and attention from the central party.

Representative Oh suggested to the central party that standards for office operation and financial support for out-of-district committees be established, urging the swift creation of organizational support measures to invigorate regional committees. He emphasized that these are necessary steps to strengthen party activities at the local level.

Representative Kim Min-seok pointed out that despite one-third of Gyeongbuk residents supporting the Democratic Party, the party fails to secure a corresponding number of seats in the local council. He stated that this shows a lack of proportionality between vote share and seat count.

He proposed that discussions on electoral system reform to ensure proportionality, allowing Gyeongbuk voters' ballots to be directly reflected in the local council's composition, should begin immediately. This was presented as a way to overcome regionalism and secure representation in line with democratic principles.

Representative Kim Min-seok expressed the party's commitment to establishing institutional mechanisms for the election of National Assembly members from the Gyeongbuk and Daegu regions. He voiced his hope that at least one of the regional proportional representation system or the eliminated-candidate system would be introduced this time.

Furthermore, the Democratic Party added that it would strengthen member-centric communication and provide accurate information to minimize unnecessary misunderstandings and conflicts. This strategy is interpreted as an effort to solidify internal unity and deliver consistent messages externally.

Representative Park Sun-won strongly criticized unacceptable problems within the police's internal audit, such as favoritism, sloppy handling, cover-ups, and human rights abuses. He emphasized that these malpractices must be eradicated.

Representative Park urged that local residents' voices regarding public safety issues or the police be reported directly to the central party, as if a 'Shinmungo' (traditional petition box) had been installed, through committee chairpersons like Oh Joong-ki in Andong, Gyeongbuk. Representative Seol Hoon demanded that the People Power Party immediately cease delaying action on the motion to expel Representative Lee Jin-sook. He emphasized that if they truly respect the spirit of May 18th, they must prove it with actions, not just words.

Representative Lee Seong-hyun emphasized that despite the conclusion of the second comprehensive special prosecutor's investigation, the remaining forces of insurrection must be thoroughly eradicated. He argued for the establishment of a special investigation headquarters with joint participation of investigators to uncover the truth of the insurrection and punish those responsible.

Representative Lee pointed out the limitations of the National Investigation Headquarters and proposed ensuring the independence and professionalism of the investigation through a special investigation headquarters with joint participation of special prosecutor investigators.
