China Boosts Military Presence in Disputed Waters

The South China Sea is entering another tense phase with military aircraft, coast guard ships, and naval vessels appearing with growing frequency around disputed features claimed by China and the Philippines. This confrontation is now extending beyond the sea to the air.

Beijing claims these actions represent a lawful protection of its sovereignty, whereas Manila asserts its maritime rights, leading to an intensification of defense cooperation between Manila and Washington.

Between September 8 and 14, the armed forces of the Philippines monitored 48 Chinese Coast Guard and naval vessels across four key areas of the West Philippine Sea. This extensive monitoring highlights the persistent Chinese presence in disputed territories.

Specifically, eight Chinese vessels were observed near Ayungin Shoal, 15 Coast Guard and six naval ships near Scarborough Shoal, three Coast Guard and four naval ships near Escoda Shoal, and six Coast Guard and six naval ships near Pag-asa Island.

On September 7, the Philippine Coast Guard reported that an unarmed aircraft conducting a maritime domain awareness flight over the Kalayaan Island Group was confronted by Chinese forces operating from Zamora, also known as Subi Reef, and Panganiban, or Mischief Reef.

China has confirmed its air combat readiness patrols in the area. Footage released by China showed a JL-10 trainer aircraft interacting with a Philippine light aircraft, indicating a direct challenge to reconnaissance missions.

The use of flares by Chinese forces near these reefs further demonstrates their assertive posture and attempts to deter Philippine surveillance activities in the region.

China and the Philippines remain locked in a fundamental legal disagreement over maritime rights and the validity of international arbitral rulings, perpetuating the regional standoff. China's foreign ministry has repeatedly rejected Manila's reliance on the 2016 South China Sea Arbitral Award and maintains its claims over disputed islands and reefs.

Manila, in turn, calls for an end to what it terms the illegal occupation of Mischief and Subi Reefs, citing the Philippine Maritime Zones Act and the United Nations Convention on the Law of the Sea (UNCLOS), while China continues to claim historical sovereignty over the Spratly Islands.

The tribunal, constituted under UNCLOS based on a case brought by the Philippines, determined that China's claims to historic rights within the 'nine-dash line' had no legal effect where they exceeded maritime entitlements permitted under the convention.

Furthermore, the tribunal defined Mischief Reef and Second Thomas Shoal as low-tide elevations within the Philippine Exclusive Economic Zone (EEZ). China, however, maintains a stance of non-participation and rejection regarding these proceedings and their findings.

The tribunal found that Scarborough Shoal was traditionally used by fishermen of several nationalities, and its above-water features do not generate an exclusive economic zone.

This ruling, however, has not altered China's physical control or its restrictions on access to the shoal, continuing the tension with other claimants.

Philippine officials dismissed rumors of confirmed drilling activities, stating that their monitoring capabilities had not reported any such activities.

Rear Admiral Roy Vincent Trinidad stated, "As to any report of drilling activities, there was none that was confirmed, nor were there any reports given by our monitoring capabilities." He added that the movements of the Chinese vessel might indicate surveillance or research operations rather than drilling.

Teodoro has explicitly warned that China exploits gaps in regional deterrence, indicating a proactive role in countering Chinese influence.

In response, China's foreign ministry spokesperson Mao Ning has denied that China seeks major power confrontation, stating, "China is always committed to maintaining peace and stability in the Asia-Pacific and does not engage in major country confrontation."

Incidents such as aircraft interception, flare discharge, vessel collision, water cannon usage, or a misunderstood maneuver could potentially produce a crisis before political leaders have sufficient time to intervene and control the situation.

Both nations view their own patrols and activities in the disputed waters as legitimate, further complicating de-escalation efforts and raising the stakes for any misstep.

Defense Secretary Teodoro stated this month that US-Philippine military activity had not been reduced and that Washington had assured Manila its alliance commitments remained unchanged, underscoring the enduring US support.

Despite this, Beijing criticizes external powers for increasing tensions in the region, viewing these expanded partnerships as an unwelcome interference in the South China Sea disputes.

Manila continues to rely on UNCLOS and the 2016 arbitral award to bolster its claims.

Conversely, China consistently rejects the tribunal decision and firmly asserts its sovereign claims over the disputed territories. Every patrol and military activity by either side thus acts as a direct contest over jurisdiction and a demonstration of deterrence.
