China Confirms Deaths of Two Coast Guard Officers

Nearly a year after a significant maritime incident near Scarborough Shoal, China has officially acknowledged the deaths of two Coast Guard personnel, E Shinyu and Ching Long. Their final mission was on August 11, 2025, the same day a Chinese Coast Guard cutter collided with a Chinese Navy destroyer while pursuing a Philippine patrol vessel. Official Chinese records indicate their deaths occurred during a “frontline maritime rights protection operation” in the South China Sea, and both men were later posthumously honored, bringing a human dimension to the incident.

The acknowledgement brought a human dimension to an incident that had already become a powerful symbol of the dangers surrounding maritime confrontations between China and the Philippines. The incident occurred near Scarborough Shoal, known as Bajo de Masinloc or Panatag Shoal in the Philippines and Huangyan Dao in China. The shoal lies approximately 120 nautical miles west of Luzon, and Manila asserts it is part of Philippine territory, regularly deploying Coast Guard, fisheries, and military assets to its surrounding waters.

Beijing claims sovereignty over the feature and has maintained a powerful Coast Guard presence there since the 2012 standoff that dramatically altered access to the area. The Philippines has consistently stated its position in unmistakable terms, with the Philippine National Task Force for the West Philippine Sea asserting that Bajo de Masinloc “is and will always be an integral part of Philippine territory.” China rejects Manila’s position and states its Coast Guard operations are lawful. The legal situation is more complicated than either sovereign claim alone, as the 2016 South China Sea arbitration did not decide ownership of Scarborough Shoal.

The tribunal, however, rejected the legal basis for China’s sweeping historic rights claims beyond the maritime entitlements allowed under the United Nations Convention on the Law of the Sea. It also found that Scarborough Shoal had long served as a traditional fishing ground for fishermen from several countries, including the Philippines and China, and that Chinese official vessels had unlawfully prevented Filipino fishermen from exercising traditional fishing rights there. A carrier strike group provides Washington with the capability to operate combat aircraft, surveillance systems, escorts, and other naval assets across an enormous area, making the presence of the USS George Washington significantly increase the strategic weight of the exercise. Japan’s participation is equally important, as Tokyo’s role in Philippine security has expanded beyond political and diplomatic support. Under Prime Minister Saitō Takashi, Japan is moving ahead with its defense buildup. Japan's Defense Ministry has requested approximately 8.9 trillion yen for fiscal 2027, a record-level proposal that includes substantial funding for drones, guided missiles, ammunition, communications, and artificial intelligence systems.

The objective of Japan’s defense buildup is not simply to purchase more equipment. Tokyo is aiming to create armed forces capable of operating in prolonged and technologically advanced conflicts, despite Japan’s shrinking population and increasingly demanding security environment. Long-range strike capability is another major component of this transformation. Japan has been advancing extended-range versions of its Type 12 surface-to-ship missile while also acquiring American-made Tomahawk cruise missiles.

These capabilities represent a significant change from the more restricted posture that characterized much of Japan’s post-war defense policy. Tokyo describes them as defensive counterstrike and deterrence capabilities designed to discourage an opponent from attacking Japan. For Beijing, however, Japan’s buildup cannot be separated from regional security dynamics. A stronger Japanese military, closer Japan-Philippines defense relations, expanding US-Philippine military cooperation, and more frequent multinational exercises all contribute to Beijing’s concerns that regional security structures are becoming increasingly coordinated.

China has responded by demonstrating its own military capabilities around Scarborough Shoal. American warships and surveillance aircraft are appearing more regularly alongside Philippine forces, and Japanese destroyers are increasingly participating in joint exercises. However, every additional vessel also increases the possibility of miscalculation. The August 2025 collision starkly demonstrated how quickly that risk can become real. The wider danger stems from the Philippine relationship with the United States.

President Donald Trump remains in office while Pete Hegs continues serving as US Defense Secretary. Washington has repeatedly stated that the 1951 US-Philippines Mutual Defense Treaty applies to armed attacks on Philippine Armed Forces, aircraft, and public vessels, including Coast Guard vessels in the South China Sea. Pete Hexa said, "Together we remain committed to the to the men... mutual defense treaty." That commitment does not mean every collision or water cannon incident triggers American military intervention.

That uncertainty is exactly what makes the situation around Scarborough Shoal so difficult to manage. Much of the confrontation remains in what strategists call the "gray zone"—actions designed to apply pressure while remaining below the obvious threshold of conventional armed conflict. China can deploy a powerful Coast Guard presence, while the Philippines can maintain Coast Guard and fisheries operations, increasing military cooperation with allies. Washington can send major naval formations into nearby waters without directly engaging, and Japan can participate in exercises while steadily strengthening its own military capabilities.

All these countries are trying to increase deterrence without allowing deterrence to become war, but the room for error is shrinking. For President Xi Jinping, growing American and Japanese activity near China’s maritime periphery creates pressure to demonstrate that Beijing will not be pushed away from its claims. Maintaining a Philippine presence around Bajo de Masinloc has become a test of Manila’s ability to defend its maritime interests despite China’s much larger fleet. For Prime Minister Saitō Takashi, strengthening Japan’s security ties with the Philippines and other regional partners is vital for Tokyo’s own long-term security, especially as Japan continues to rearm.

For President Trump, the challenge is maintaining a credible alliance commitment in Asia while American forces face military demands in other parts of the world. Scarborough Shoal itself is geographically small, but the forces now gathering around it tell a much larger story. Chinese Coast Guard cutters, People’s Liberation Army Navy warships, Philippine patrols, Japanese destroyers, and American naval forces are all present in the area. China’s acknowledgement of the deaths of Yi Shinyu and Chong Long gives that rivalry a human cost that was not publicly recognized for nearly a year. At the same time, Japan’s accelerating defense buildup is not for it to become more demanding.

For now, the contest around Scarborough Shoal remains below the level of open warfare, but August 11, 2025, demonstrated that the absence of gunfire does not guarantee safety.
