Kim Du-young, Recording Disclosing Nomination Interference Circumstances Released

He reportedly stated that if Park Young-hwan joined the Gonggwanwi, he would do as instructed. Kim mentioned 'grade' and 'social renown' as criteria for selecting Gonggwanwi members and began searching for individuals.

He emphasized that Director Lee Jeong-ho was not a party member and seemingly tried to place him in the Gonggwanwi to play a key role. This is interpreted as an intention to lead the Gonggwanwi formation in their favor.

The host commented, "It is clear from this call that Chairman Byeon Seong-hwan is all bluster, and Senior Vice Chairman Kim Du-young is the real power."

This appears to be an attempt to prevent individuals they cannot control from joining the Gonggwanwi and to facilitate nomination interference by a specific faction. The host said, "They also discuss how we should strategize to prevent regional committee chairs from joining the nomination committee."

He showed signs of trying to curb opposition from regional committee chairs by using party guidelines as a pretext. He stated, "It's not appropriate to put them in the region, and what I clearly said about that is that it's not right for Ji Eun-hyung to be in that position," opposing the participation of a specific individual.

He then formulated a concrete strategy to ultimately derail their passage through the Supreme Council. He stated, "If the regional representatives say they will submit it tomorrow... Chairman Byeon's idea is to accept it for now... I will work on it afterwards," indicating his intention to mobilize the central party line.

He presented a concrete plan to prevent regional committee chairs from joining the Gonggwanwi at the Supreme Council level. He stated, "You handle it, I'll talk to Moon Jung-bok and others... I'll block it beforehand, this is absurd... I'll make sure it doesn't pass the Supreme Council," revealing his plan to control Gonggwanwi personnel through a supreme council member. This is interpreted as organized interference to form a Gonggwanwi tailored to the preferences of a specific faction.

On January 12, the Democratic Party's central party sent a document recommending minimizing the proportion of current and former regional committee chairs in candidate recommendation bodies for public elections. However, the '6-person group' attempted to completely block regional committee chairs from participating in the Gonggwanwi, citing this document. Newstamsa pointed out, "There's no mention of 100% not being allowed. But these people say 100% no," emphasizing the difference between central party guidelines and actual implementation.

Newstamsa analyzed that the judgment that it would be difficult to maintain confidentiality and organizational control if opponents were mixed into the Gonggwanwi likely played a role. They commented, "Because control is not easy. Even if they compose the Gonggwanwi with a majority of their own left-wing faction, if even one or two opponents join, confidentiality is not well maintained," pointing out the intention to form the Gonggwanwi solely with a specific faction. This raises concerns that it could undermine the transparency of the nomination process and steer it in a direction favorable to a specific faction.

It was confirmed that the secretary-general was replaced around the time the Busan City Chapter Gonggwanwi was activated on February 23, 2020. With the return of Jeong Gyeong-won, a secretary-general who had been controversial in the past, changes occurred in the nomination process, such as single-candidate regions changing to contested elections. Newstamsa mentioned, "As the secretary-general changed, and during the process of changing, single-candidate regions changed to contested elections," raising questions about the link between the secretary-general's replacement and nomination results. This suggests the possibility of specific intentions being involved in the Gonggwanwi's operation and nomination outcomes.

Newstamsa commented, "The central party sent back a player who was a good partner, a good team player, to quell the controversy and handle matters," speculating that the central party picked and sent them to handle matters. This intensifies suspicions that the central party interfered in the Busan City Chapter's nomination process to place specific individuals. It is pointed out that Secretary-General Jeong Gyeong-won's return appears to be a strategic personnel move to seize control of nominations by a specific faction.
