Marcos Rejects China's Demand to Remove BRP Sierra Madre

Tensions are again building around one of the most dangerous flashpoints in the South China Sea, Ayungin Shoal, also known internationally as Second Thomas Shoal.

China refers to the area as Renai Jiao, and the BRP Sierra Madre has served as a Philippine military outpost in this contested region since 1999.

China claims the ship is unlawfully grounded and has issued warnings against any attempts to reinforce its structure.

Manila's position is built around the United Nations Convention on the Law of the Sea and the landmark 2016 South China Sea Arbitration ruling.

The 2016 arbitral tribunal declared Second Thomas Shoal a low-tide elevation, and the Philippines claims the shoal falls within its exclusive economic zone (EEZ), rejecting China's assertion that the vessel is illegally grounded.

Foreign Affairs Secretary Maria Theresa Lazaro clarified that there is no permission being asked for resupply missions, stating, "There is no permission that is being asked."

She described the communication process as an information exchange intended to avoid confrontation, not to seek permission, under which 16 missions have been conducted over the past two years.

On July 20th, 2026, a confrontation near the BRP Sierra Madre occurred, with the Philippine side reporting that a China Coast Guard crew member struck a Filipino Navy sailor on the head with a wooden baton, injuring him and damaging the Philippine boat.

Conversely, China accused Philippine personnel of ramming a patrol craft, an incident that underscores how easily local encounters can escalate into diplomatic crises.

The July confrontation revived memories of the far more serious clash of June 17th, 2024, when eight Philippine Navy personnel were injured, and Chinese forces boarded Philippine craft to confiscate equipment.

During the June 2024 maritime confrontation, a Philippine soldier suffered one of the most serious injuries when his right thumb was severed, though doctors later reattached it.

The Philippine military demanded compensation for lost equipment, but as of August 2026, China has not paid any compensation.

For China, reinforcement of the Sierra Madre is unacceptable because Beijing believes it could transform a grounded vessel into a lasting Philippine military facility.

The Philippines, however, views the ship as a symbol of its continuous presence at Ayungin Shoal, asserting that removing the ship would concede authority over sovereign maritime rights to China.

President Ferdinand Marcos Jr. has pledged never to abandon any square inch of Philippine territory, stating during his first State of the Nation address on July 25, 2022, "I will not preside over any process that will abandon even one square inch of territory of the Republic of the Philippines to any foreign power."

His administration aims to defend its rights while maintaining diplomatic channels.

The Armed Forces of the Philippines (AFP) has again rejected claims that Manila had made a binding commitment to remove the Sierra Madre, with AFP spokesperson Rear Admiral Roy Vincent Trinidad refuting such assertions.

China is accused of attempting to rewrite historical narratives, and abandoning the vessel remains off the table for the Philippine military.

The Sierra Madre, an aging steel vessel, has been exposed to saltwater, tropical weather, and structural deterioration for decades, necessitating maintenance for its survival.

However, China labels such maintenance as provocative, and construction material shipments are often misinterpreted as attempts at permanent expansion rather than essential upkeep.

While not every minor collision automatically triggers a U.S. military response, the risk of escalation involves consequences beyond bilateral Philippine-China relations, potentially drawing in other regional partners.

A major crisis does not necessarily need to begin with missiles, warships firing their guns, or a deliberate military attack, but could emerge from routine resupply missions, rubber boat interactions, or another collision.

The dispute is tied to international law, national credibility, and regional security, with neither side showing a willingness to abandon their core position, creating a high-stakes standoff where small incidents risk a major geopolitical crisis.
