Public Works Secretary Vince Daison specifically noted that planned improvements to Pagasa Island followed direct instructions from the president to assess the area's infrastructure needs. These initiatives underscore the government's focus on connecting and supporting isolated outposts.

Assistant Secretary Arsenio Andolong, spokesperson for the Department of National Defense, articulated Manila's justification for the development. He stated that the legitimate exercise of Philippine authority in these areas, including improvement and development activities, is intended to support the welfare, safety, and livelihood of Filipinos residing and working there. This emphasizes a humanitarian rationale behind the construction.

Despite the international tribunal's findings, China has consistently rejected the award and its implications.
