Martin highlighted that efforts to operationalize this law, even under the George W. Bush administration, were unsuccessful, indicating persistent opposition. The Trump administration, he noted, eventually succeeded in finalizing the application process through the pardon office, making it possible for the first time in years.

This development means that individuals previously denied their firearm rights now have a formal pathway to seek their restoration, particularly those with non-violent convictions. The long-standing obstruction underscored the political struggle over gun rights and executive authority.

He contended that such a declaration would allow for actions judges typically block.

Corsi cited a 1983 Supreme Court ruling, asserting that an emergency declaration could not be overturned without a two-thirds vote in Congress, making it a robust mechanism. Key measures he advocated included mandating proof of citizenship, implementing strict limits on mail-in ballots, and requiring voter photo ID, all with the goal of enacting these changes before the upcoming midterm elections.
