China Renews Pressure on Philippines Over Sierra Madre

Ayungin Shoal, internationally recognized as Second Thomas Shoal, has emerged as a primary flashpoint in maritime disputes, with China renewing its pressure on the Philippines. Beijing is demanding the removal of the BRP Sierra Madre, a Philippine vessel deliberately grounded on the shoal, which serves as a military outpost. However, the Philippines has steadfastly refused to abandon its long-standing presence, emphasizing its sovereign rights over the territory.

The BRP Sierra Madre, a Philippine Navy vessel, was intentionally grounded at Ayungin Shoal in 1999 to establish a permanent military outpost. This vessel is crucial for maintaining the Philippines' presence in the disputed waters. Regular rotation and resupply missions are conducted to provide essential provisions such as food and water, and to ensure personnel changes at the remote outpost.

On August 27th, Senior Colonel Zhang Xiaogang of China's Ministry of National Defense publicly called for the removal of the BRP Sierra Madre, which China refers to as T57. China has labeled the ship as 'illegally grounded' at 'China's Ren'ai Jiao' and demanded a cessation of what it describes as 'provocative acts.' Furthermore, China has attempted to limit resupply missions to humanitarian supplies only, reflecting its stance on the nature of the Philippine presence.

The Philippines bases its claims on the United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 South China Sea arbitral ruling. This ruling determined that Second Thomas Shoal is a low-tide elevation within the Philippine exclusive economic zone (EEZ), thereby affirming Philippine maritime entitlements. Conversely, China formally rejects the legitimacy of this arbitration and its resulting ruling, maintaining its own historical claims to the area.

On September 1st, the Philippine National Maritime Council officially rejected China's demands for the removal of the BRP Sierra Madre. Manila asserts that its presence on the shoal is fully consistent with its sovereign rights and jurisdiction over the area. The Philippine administration has pledged to pursue a peaceful resolution to the dispute while resolutely maintaining its legal and territorial position.

Foreign Affairs Secretary Maria Theresa Lazaro clarified the provisional resupply mechanism between Manila and Beijing, explaining that it serves as an information exchange rather than a permission-seeking system. She emphasized that the Philippines does not ask for permission to conduct resupply missions. Under this arrangement, at least 16 missions have been successfully completed over the past two years, ensuring the continued sustenance of the BRP Sierra Madre outpost.

President Ferdinand R. Marcos Jr. has reinforced the Philippines' commitment to its territorial integrity, vowing to protect every square inch of Philippine territory. He stated that he would not oversee any process that would lead to the abandonment of even a single square inch of the Republic of the Philippines' territory to any foreign power. Despite ongoing military pressures in the South China Sea, diplomatic channels between the Philippines and China remain open. Removing the BRP Sierra Madre would be seen as yielding sovereign control to Beijing, a move Marcos has firmly rejected.

On July 20th, 2026, a Chinese Coast Guard boat approached the BRP Sierra Madre, leading to a violent physical confrontation. During the clash, two Philippine personnel sustained injuries. Seaman First Class Carmelo Abad, for instance, required stitches for a head injury, highlighting the escalating risks faced by Philippine forces during resupply missions.

Following the July 20th incident, President Marcos summoned Chinese Ambassador Jing Kuan to Malacañang to discuss the confrontation and its implications for national security. China responded by also summoning the Philippine ambassador in Beijing, signaling heightened diplomatic tensions. The exchange underscored the inherent risks associated with close-range maritime encounters in the disputed waters, which have the potential to rapidly escalate.

A previous violent maritime clash in June 2024 resulted in injuries to eight Philippine Navy personnel. During the encounter, Seaman Firstclass Jeffrey Fukundo tragically lost his thumb. In response, the Armed Forces of the Philippines (AFP) demanded 60 million pesos in compensation from China for the equipment losses incurred during the confrontation, further highlighting the financial and human costs of these incidents.

Retired Rear Admiral Roy Vincent Trinidad, serving as the AFP spokesperson for the West Philippine Sea, vehemently denied any binding commitment by the Philippines to remove the BRP Sierra Madre. He accused Beijing of actively attempting to rewrite the historical narrative surrounding the vessel's presence at Ayungin Shoal. This denial directly counters China's claims that the Philippines previously agreed to remove the vessel.

The core of the dispute revolves around the BRP Sierra Madre's symbolic and strategic weight. For Beijing, efforts to repair or reinforce the ship risk transforming what China describes as a temporary and unlawful grounding into a permanent Philippine military installation. Manila, however, maintains the ship as the foundational basis for its continuous presence at Ayungin Shoal. Consequently, China frequently flags any maintenance activities on the vessel as attempts at construction, viewing them as violations of existing understandings.

The unresolved legal disagreements stemming from the 2016 arbitral tribunal remain central to the conflict. The tribunal concluded that Second Thomas Shoal is a low-tide elevation, falling within an area where the Philippines possesses maritime entitlements under UNCLOS. While China rejects this ruling outright, Manila consistently uses it to support its claims of maritime rights and jurisdiction. This fundamental difference in legal interpretation extends to how both sides view the current provisional arrangement for resupply missions.

The maritime conflict carries significant international stakes, particularly due to the 1951 Mutual Defense Treaty between the U.S. and the Philippines. Washington has repeatedly stated that Article 4 of this treaty applies to armed attacks on Philippine armed forces, public vessels, and aircraft, including Coast Guard vessels, in the South China Sea. However, the U.S. does not automatically respond to all minor collisions or confrontations, indicating a nuanced approach to its treaty obligations. The growing defense ties between the Philippines and other regional powers like Japan and Australia further complicate Beijing's regional strategy, introducing additional layers of international involvement and potential flashpoints.

The standoff in the South China Sea remains dangerously unstable, with potential triggers for future crises not necessarily requiring missiles or naval gunfire. Routine supply runs to the BRP Sierra Madre continue to present the highest risk for accidental escalation. The intersection of national credibility, international law, and complex alliances creates an extremely fragile situation, where even seemingly minor incidents—such as another rubber boat, a disputed cargo, or an attempt to block personnel—could rapidly spiral into a serious confrontation.
