Teodoro Reaffirms Strong Stance Against China

Philippine Defense Secretary Gilberto Teodoro Jr. continues to be an outspoken critic of Beijing's behavior in the South China Sea. His persistent stance intensified following a recent diplomatic dispute at an international defense forum in Seoul. The confrontation escalated significantly after a handwritten note was unexpectedly passed to Teodoro while he was on stage, which he then chose to read aloud, turning a private communication into a public incident.

The incident unfolded on September 8th during the Seoul Defense Dialogue, a prominent international security forum. A staff member at the forum mistakenly delivered a note from a Chinese military attaché directly to Secretary Teodoro. Instead of setting it aside or addressing it privately, Teodoro publicly read the note, which reiterated China's rejection of the 2016 South China Sea Arbitration ruling. "Of course, because you lost," Teodoro responded in reference to China's stance, directly challenging Beijing's position.

The 2016 tribunal ruling on the South China Sea declared that there was no legal basis for China's historic nine-dash line claims. This ruling significantly clarified maritime entitlements under the United Nations Convention on the Law of the Sea (UNCLOS). However, China has consistently maintained that the arbitration was illegitimate, contending it represented a misuse of international legal mechanisms to address territorial disputes.

Secretary Teodoro strongly criticized the manner in which the note was delivered, deeming it unprofessional and indicative of broader patterns of Chinese behavior. He explicitly labeled such actions as "coercion, bullying and aggression," arguing that the situation had moved beyond a 'gray zone' into overt hostile acts. "Perhaps basic decency and behavior are what China need. This is not a gray zone anymore. This is actual coercion, bullying and aggression," Teodoro stated, publicly telling China to 'have some shame' in Filipino.

In response to the incident, Chinese Foreign Ministry spokesperson Mao Ning addressed the situation on September 9th, dismissing the Philippine's actions and interpretation of maritime law. Beijing rejected Manila's stance, accusing Philippine officials of engaging in "grandstanding and stirring up trouble." "We urge certain individuals in the Philippines to stop grandstanding and stirring up trouble," Mao Ning stated, criticizing Teodoro's public display.

He contended that other nations have been overly willing to accommodate Beijing's actions, inadvertently enabling its aggressive behavior. He directly linked the incident at the Seoul forum to broader complaints of Chinese harassment at sea, suggesting a pattern of disrespect for international norms.

Secretary Teodoro argued that the Philippines should no longer expect China to change its behavior, but rather should adjust its own reactions. This strategic shift moves Manila away from solely relying on diplomatic protests to address Chinese aggression. Under the Marcos Jr. administration, the Philippines is actively expanding its network of security partnerships, strengthening military ties with countries such as the United States, Japan, Australia, Canada, and France. "We should not expect any change in their behavior. What we should change is the way we react," Teodoro emphasized, signaling a proactive stance.

Manila views the disputes in the South China Sea as a crucial test of the enforcement of maritime rights under international law. In contrast, Beijing continues to reject the 2016 arbitration ruling, dismissing its legitimacy. China also accuses the Philippines of internationalizing the issue by seeking support from outside powers, framing it as an unwarranted interference in regional affairs.

Secretary Teodoro's decision to read the Chinese note aloud transformed a potentially private message into a significant public confrontation. Beijing, in turn, characterized Teodoro's reaction as political grandstanding, dismissing the Philippine's concerns as theatrics. Furthermore, China reversed the accusation of bullying, redirecting it against Manila, thereby escalating the war of words.

On June 11, China implemented sanctions against Secretary Teodoro, his spouse, and his child, including travel bans and prohibitions on financial transactions. These measures were intended to exert pressure and potentially moderate Teodoro's vocal criticism of Beijing's actions. However, the sanctions have evidently failed to curb Teodoro's rhetoric, as evidenced by his continued strong stance against China.

The West Philippine Sea sees frequent reports of escalating incidents, including water cannon attacks and vessel obstructions, contributing to heightened regional tensions. Both nations are engaged in a continuous cycle of competing media narratives and legal arguments, further complicating the situation. Teodoro maintains that diplomatic efforts should not come at the cost of critical commentary, asserting that the appearance of calm should not sacrifice a nation's right to speak out against perceived injustices.

The Philippines remains steadfast in its commitment to defending international law through broader alliances, seeking to strengthen its position through multilateral cooperation.
