Japan Transfers Warships, Conducts Missile Drills in PH

Japan plans to transfer Abukuma-class destroyer escorts from its Maritime Self-Defense Force to the Philippine Navy, as confirmed by Philippine Defense Secretary Gilbert Teodoro Jr. The agreement, though still awaiting final administrative details, is in principle set to involve five vessels.

These ships will be transferred to the Philippines after they are retired from Japanese service, providing a significant boost to the Philippine naval capabilities.

The Abukuma-class vessels, officially classified as destroyer escorts, are comparable in size to frigates, despite sometimes being referred to as destroyers. They are smaller than Japan's modern frontline destroyers and were commissioned between 1989 and 1993.

Each vessel measures 109 meters in length, has a displacement of approximately 2,000 tons, and can reach a top speed of 27 knots. Their crew size is approximately 120 sailors.

The final configuration of weapons and sensors for the Abukuma-class vessels transferred to the Philippine Navy remains unconfirmed, meaning not all original Japanese equipment will automatically accompany the ships. Integration decisions for specific systems will require separate transfer approvals.

However, acquiring the hulls themselves addresses the Philippines' urgent need for additional sea-worthy combatants, providing a foundational platform for future naval capabilities.

The Philippine Navy is undergoing a significant modernization effort to manage its extensive maritime territory, which includes over 7,600 islands, long coastlines, vast sea lanes, and critical security responsibilities in the West Philippine Sea. The fleet is transitioning from lightly armed vessels to more modern frigates and missile-equipped ships.

The Abukuma hulls will provide additional capacity, complementing rather than directly replacing the modern vessels being acquired as part of this modernization drive.

While Japan will not charge a purchase price for the five Abukuma-class ships, the Philippines will incur significant operational and logistical costs. These expenses include transporting the vessels, training the crews, integrating new systems, and preparing facilities to accommodate the ships.

Maintaining these 30-year-old vessels will demand approximately 600 sailors and robust, long-term logistics chains, with challenges dependent on the availability of spare parts and the remaining structural life of the ships.

Japan's participation in Balikatan 2026 marked a new level of military cooperation, significantly different from its earlier involvement as an observer in 2012. The Reciprocal Access Agreement has enabled deeper military activities within the Philippines.

This expanded involvement included the deployment of significant forces, such as helicopter destroyers, landing ships, and transport aircraft, underscoring a growing commitment to regional security.

For the first time, Japan conducted a live-fire strike using its Type 88 surface-to-ship missile in the Philippines during Balikatan 2026. The exercise took place on May 6th at the Paoay Sand Dunes in Ilocos Norte, with a Japan Ground Self-Defense Force Type 88 missile battery participating in a coordinated maritime strike.

Japanese forces fired two Type 88 missiles at the decommissioned Philippine Navy vessel BRP Quaison, positioned roughly 75 km offshore. This marked a significant step in integrated air and missile defense training for both nations.

The drill demonstrated enhanced interoperability and combined defense capabilities, particularly in maritime security scenarios. This unprecedented event underscores Japan's growing role in regional security and its commitment to supporting the Philippines' defense posture.
