He elaborated that standard leader-level summits typically require months of preparatory work to establish extensive agendas, but the current U.S.-China relationship is fundamentally characterized by rivalry with limited true scope for cooperation.

Cooperation between the two nations is currently restricted to marginal issues, such as managing soybean exports and addressing the flow of fentanyl into the U.S.
