Philippines Bolsters Coast Guard with 50 New Ships

The Philippine Coast Guard has formally received two former U.S. Coast Guard Marine Protector-class patrol vessels, marking a significant step in its fleet expansion. These vessels, previously known as USCGC Marlin and USCGC Bluefin, have been renamed BRP Pag-asa (PTS2701) and BRP Patad (PTS2702), respectively. They are scheduled to arrive in Manila in October 2026, integrating into the Philippine maritime security operations.

Each Marine Protector-class vessel is approximately 26.5 meters long, commonly rounded to 27 meters, and capable of speeds exceeding 25 knots. These vessels boast a substantial range of 900 nautical miles, making them suitable for extended patrols. A notable feature is their stern launcher recovery ramp, designed for the efficient deployment and retrieval of inflatable boats, which enhances their operational flexibility in various maritime scenarios.

These new vessels will significantly enhance the Philippine Coast Guard's ability to conduct maritime safety operations and respond effectively to emergencies at sea. Commodore Numika emphasized that their capabilities extend to critical areas such as search and rescue missions, bolstering maritime domain awareness, and facilitating rapid response to environmental challenges, including oil spills. To ensure effective operation and maintenance of the newly acquired vessels, 24 Philippine Coast Guard personnel underwent specialized training in Baltimore, Maryland. This intensive program focused on the operational and technical aspects of the Marine Protector-class patrol vessels. The training successfully concluded on August 20, 2026, preparing the crew for their roles aboard the new ships upon their arrival.

The naming of the new vessels, BRP Pag-asa and BRP Patad, carries significant symbolic weight, as these names are associated with Philippine-held features in the Spratly Islands. Pag-asa, or Thitu Island, is notably the largest Philippine-occupied feature in the disputed Spratlys, while Patad refers to another Philippine-held area. These naming choices underscore the Philippines' assertion of its presence and claims in these contested maritime territories.

Admiral Ronnie Gil Gavan disclosed the Philippine Coast Guard's ambitious plan for a massive expansion, aiming to acquire at least 56 additional ships over the next five years. This modernization effort is backed by government funding and encompasses a diverse range of vessels acquired through various international agreements. The strategic initiative seeks to significantly bolster the country's maritime capabilities and presence.

A major component of the Philippine Coast Guard's modernization is an agreement with French shipbuilder OCEA for the acquisition of 40 new 35-meter FPB 110 MKII fast patrol boats. The contract, signed in May 2025, is valued at approximately 25.8 billion Philippine pesos. A significant aspect of this deal is that 50% of the production will be assembled in the Philippines, fostering local shipbuilding capabilities and technology transfer.

Further expanding its fleet, the Philippine Coast Guard is acquiring five much larger 97-meter multi-role response vessels with significant financing from Japan. This acquisition represents another crucial element in the broader, multi-country effort to modernize and strengthen the Philippine maritime fleet. These larger vessels are designed to provide extended endurance and operational capabilities for various missions.

The acquisition of five new 97-meter vessels, backed by Japanese support, is valued at up to 64.38 billion yen. These ships are being procured under phase three of the maritime safety capability improvement project for the Philippine Coast Guard. The new vessels are designed to be comparable in capability and size to existing ships like the BRP Teresa Magbanua and BRP Melchora Aquino, bolstering the Coast Guard's capacity for long-range and multi-role operations.

The modernization efforts integrate various vessel types from the United States, France, and Japan to establish a layered maritime fleet capable of diverse missions. This strategy is not centered on a single type of vessel but rather aims to create a versatile force. The Philippine Coast Guard has submitted a significant proposal to the Department of Budget and Management, seeking approximately 40,000 additional personnel by 2030. This ambitious expansion is necessary to support a larger fleet and the essential shore-based infrastructure required for operations. The increase in manpower will cover critical areas such as logistics, maintenance, and communications support. Although the overall request is substantial, the budget approved 4,000 new positions in late 2024 and an additional 790 in 2026, indicating a phased approach to addressing the manpower needs.

International partnerships, particularly with Japan, are now emphasizing technical training and maintenance expertise alongside hardware acquisition. The Japan International Cooperation Agency (JICA) launched a technical cooperation project from 2025 to 2028, aimed at strengthening vessel operation and maintenance, as well as criminal investigation capabilities. Beyond traditional maritime duties, the Philippine Coast Guard is increasingly vital for asserting a persistent government presence in disputed waters, particularly in the West Philippine Sea. The use of "white-hulled" Coast Guard vessels allows the Philippines to maintain a government presence without exclusively relying on "gray-hulled" naval warships, which can be perceived as more escalatory. This approach enables longer-duration deployments, providing continuous monitoring and response capabilities. Furthermore, it significantly enhances emergency response and law enforcement capabilities, ensuring the protection of Philippine interests and citizens in these critical areas.

The overall modernization pipeline, which includes the acquisition of 40 French fast patrol boats, five Japanese-backed 97-meter multi-role response vessels, and other planned acquisitions, is projected to push the Coast Guard's five-year expansion beyond 50 new ships. This comprehensive strategy also includes the upcoming delivery of smaller vessels in October.
