New Democratic Party Leader Kim Min-seok Replaces 3 Key Department Heads from Jeong Cheong-rae Era

This reshuffle included the replacement of the heads of the Organization Bureau, Strategic Planning Bureau, and General Affairs and Coordination Bureau, all of whom had been retained under the previous leadership of former Chairman Jeong Cheong-rae.

This personnel change is evaluated as a significant turning point for the Democratic Party's reform, beyond a simple replacement of party officials. While the media might pass it off as an insignificant story, it is considered very important internally.

These officials belong to the central party and provincial/city party secretariats and have been deeply involved in the party's operations.

They have built long careers through rotational assignments in departments like the central party's Organization Bureau, playing key roles within the party.

These party officials sometimes go to work in local areas and then return to the central office. It is known that they actually wield more absolute influence in the nomination process than local district National Assembly members. Currently, there is significant dissatisfaction and resentment towards these party officials within the Democratic Party.

They are the main party officials who handle money and organization within the party.

This move could essentially be interpreted as 'entrenchment appointments'.

Such personnel practices are criticized as undermining the party's fairness.

It is not merely a matter of replacing a few National Assembly members, but rather a change of key figures responsible for the party's practical operations.

Chairman Kim Min-seok seems to be precisely aware of these issues.

However, interest is also growing in additional appointments for other major positions, such as the Deputy Head of the Ethics Inspection Team.

Among party officials, it was said that if you went to the Organization Planning Bureau, you were the most powerful among party officials.

In the past, the Organization Planning Bureau functioned almost like the National Intelligence Service, wielding immense influence within the party. However, with Kim Min-seok becoming party leader, he carried out personnel changes by promoting someone from outside to head the Organization Planning Bureau.

This signals that all lower-level positions, including deputy heads and head of Planning Bureau 1, will also be changed within the next three weeks.

Attention is now focused on whether Chairman Kim Min-seok's appointments will resolve these issues.

The replacement of these key department heads is considered the biggest change demonstrating Chairman Kim Min-seok's commitment to reforming the Democratic Party. It will be necessary to continue monitoring future additional personnel changes.
