US Military Buildup Escalates Iran Risk

Every instance of President Trump's increased military posture, such as deploying aircraft carriers or fighter squadrons to the Middle East, has resulted in the utilization of that military force, according to Dana Stroul.

The Iranian regime is currently testing the Trump administration's willingness to make concessions on issues like the Strait of Hormuz or their nuclear program, believing Trump may be desperate for a deal before the midterms. Iran has also reportedly sent its negotiating team home as the U.S. continues to strengthen its military presence in the region.

The Iranian proposal presented during these efforts was reportedly identical to an earlier Memorandum of Understanding (MOU) they had sought with the Trump administration months prior. Despite significant pressure on the Iranian economy from economic sanctions and a naval blockade, these measures have not yet compelled the regime to make meaningful concessions, leading to Secretary Rubio eventually ending the talks and sending the Iranian team home due to a lack of progress.

Iran interprets U.S. political discord and high diesel prices as signs of weakness, while Trump signals a potential return to military force to expand his leverage.

Iran believes that internal political discord within the U.S. and high diesel prices weaken President Trump ahead of the midterms, creating an opportunity to divide the U.S. from its Middle Eastern partners, although these partners have remained aligned with the U.S. so far. President Trump, on the other hand, is signaling a potential return to military force either before or after the midterms to expand his options and leverage.

This military buildup is intended to increase Trump's options, despite the inherent risks of Iranian retaliation, as he attempts to strengthen his negotiating position.

Past U.S. military campaigns against Iran have primarily focused on conventional military targets such as air defense systems, coastal radars, missile launching infrastructure, and the nuclear program.

With a limited number of such conventional targets remaining, the next phase of potential military action could expand to include energy infrastructure, specifically facilities like refining and export oil infrastructure. Stroul highlighted Karg Island as an example of a potential target, noting that such infrastructure directly enriches the Iranian regime and supports the Islamic Revolutionary Guard Corps (IRGC).

For over a decade, air power has proven insufficient to push back Houthi forces on the ground, placing Saudi Arabia under intense pressure to secure critical Red Sea transit routes.

While the U.S. has provided billions of dollars in air defense equipment that Saudi Arabia and its regional allies have effectively utilized, Dana Stroul observed that air power alone, without a ground force, has proven insufficient to significantly push back the Houthis over the past decade. This situation underscores the lack of a clear diplomatic and political process to complement existing military efforts in the conflict.

Treasury Secretary Scott Bessent reported that Iran would have no oil on the water and consequently no revenues this week, indicating the severe impact of U.S. economic pressure.

The Trump administration's economic sanctions campaign, coupled with the naval blockade, has significantly stressed the Iranian economy by effectively halting Iranian oil exports. This blockade has also led to the sale of past Iranian oil reserves that were previously held in storage.

Despite the mounting economic pressure, there is no current evidence that this stress has altered the Iranian regime's behavior concerning its nuclear program or regional aggression, according to Stroul.

Russia and China are assisting Iran in rebuilding production capabilities, allowing the regime to exploit ceasefires to recover buried missile stockpiles.

Reports indicate that Iran is receiving assistance from Russia and China in rebuilding its production capabilities for military assets. Military solutions alone cannot completely eliminate the threat posed by Iranian missiles and drones.

Even the limited use of anti-ship ballistic missiles or drones in the Strait of Hormuz can significantly alter the risk tolerance for insurers and shippers, causing major disruptions to global shipping.
