China refers to the Spratly Islands as the Nancha Islands, asserting them as sovereign territory, specifically labeling Pag-asa as 'Jangya Dao' and Lawak as 'Mahuan Dao', while Manila maintains that its development on these features constitutes a legitimate exercise of authority to support local residents and personnel.

Specifically, the tribunal concluded that China lacked a legal basis for its 'historic rights' within the nine-dash line, a key aspect of its expansive claims.

Furthermore, the ruling stated that no high-tide features in the Spratlys generate a 200-nautical-mile exclusive economic zone (EEZ), classifying Mischief Reef and Second Thomas Shoal as low-tide elevations that do not grant territorial sea rights.

Pag-asa, for instance, is situated near the Chinese-controlled Subi Reef, which features a fully operational airfield and extensive infrastructure, leading to frequent encounters where Philippine assets operate in areas with a significant presence of Chinese Coast Guard and naval forces, though improved facilities aim to sustain operations more consistently rather than eliminate confrontation risks.

China maintains a significantly larger navy, coast guard, and an expansive network of bases, a capability gap that the Philippines acknowledges cannot be erased simply by extending a runway or building a port.

Instead, the goal is to make existing positions harder to isolate and less dependent on vulnerable supply lines, as evidenced by recent efforts including high-profile visits and the expansion of civilian and government services to bolster these remote installations.
