Andy Burnham Considers Snap Election Amid Tax Hike Push

Reports indicate that Prime Minister Andy Burnham is considering an early general election in the coming year. This strategic move aims to secure a direct personal mandate for potential tax increases, which are expected to address significant financial pressures facing the nation. Britain's annual disability benefits are projected to increase by an estimated £19 billion by the end of the decade, necessitating substantial fiscal adjustments.

Jennifer Powers of the Unplugged Coalition highlighted the political rationale for an early election, stating that it would allow Burnham to secure a full five-year term and a national mandate that he currently lacks after winning a by-election. However, this ambition is set against a backdrop of significant economic challenges, including concerns over the upcoming October budget. The government faces rising costs of borrowing, with 10-year and 30-year gilts reaching 28-year highs, and former Bank of England economist Andy Haldane has warned against perceptions of a 'tax and spend' government.

However, international events, such as the ongoing conflict in Iran, could significantly influence the timing and public mood surrounding an election, potentially disrupting any planned strategy.

Jennifer Powers suggested that an earlier election in July would have been more advantageous, arguing that his initial popularity could have shielded him from criticisms regarding welfare and defense spending. The current economic reality, characterized by increasing financial pressures, could eventually undermine his political strategy if an election is delayed further.

Despite Prime Minister Burnham's public rejection of prioritizing national security over social security, there is growing speculation about a potential shift towards more pragmatic, fiscally conservative policies. This suggests a possibility that he is "talking left" but may act more "right-wing" in practice, adopting measures that align with fiscal prudence rather than purely social spending. The Conservatives are actively increasing their scrutiny of the government's handling of public finances, adding pressure for the Prime Minister to demonstrate fiscal responsibility and potentially adjust his public stance on spending.

These commitments, made during his campaign, limit his options for generating revenue to address rising government expenditures. The ongoing conflict in Iran is expected to cause energy costs to rise in January, further straining household budgets and increasing the pressure on the government to find financial solutions without breaching its promises. Global volatility and threats from Russia also add to the urgency for government action, making the fiscal constraints particularly challenging.

While Prime Minister Burnham currently enjoys a favorable bump in the polls, he must carefully weigh this popularity against the significant risk of losing a role he has pursued for over a decade. For a snap election to be justified, Labour would likely need a polling lead of at least 7-8% to mitigate the inherent uncertainties. A clear majority in such an election would provide him with the personal mandate necessary to justify potentially breaking existing tax promises and implement new fiscal policies.

Burnham shares significant policy interests with Ed Davey, particularly concerning social care, which could form a basis for cooperation. Despite past trauma from previous coalition experiences, the Liberal Democrats are generally considered a more 'sensible' and pragmatic partner compared to the Green Party, making them a more likely choice for a stable government.

The Liberal Democrats were 'badly burnt' by their experience in the coalition government of the 2010s. A prime example of this was Nick Clegg's U-turn on tuition fees, where he pledged to abolish them but then voted with the Conservatives to triple them, leading to long-term voter punishment for the party. The party also struggled to gain credit for achievements like the personal allowance hike, as internal Tory commentary at the time suggested an aim to 'destroy' the Liberal Democrats politically, highlighting the treacherous nature of such alliances.
