Philippines Vows to Fight with "Everything We Have"

Chinese maritime activities are increasingly being disguised as scientific research and law enforcement, with vessel tracks suggesting extensive hydrographic surveying. This tactic, described as repackaging coercion, involves using 'grayer' ships and softer framing while maintaining a constant presence. These activities are observed spreading from the West Philippine Sea through the Bashi and Balintang channels, extending China's influence across critical maritime zones.

The Philippines is actively diversifying its security alliances beyond its long-standing treaty with the United States. Japan, in particular, has emerged as a crucial partner, contributing significantly to Coast Guard cooperation and providing essential equipment support. Manila has also established additional security cooperation with Australia, Canada, France, New Zealand, and South Korea, strengthening its defensive network.

Balikatan 2026 demonstrates a significant strategic shift toward multinational territorial defense, evolving from a decades-old bilateral field exercise. It has transformed into a comprehensive multinational rehearsal, involving approximately 17,000 troops from seven nations. The exercise now focuses on the Luzon Strait, aiming to monitor critical maritime choke points. Live-fire exercises have also incorporated the use of unmanned surface vessels against target ships, showcasing advanced defensive capabilities.

Manila's defense strategy emphasizes deterrence through affordable, high-tech systems, rather than attempting to match China ship-for-ship. The Philippines recognizes that it does not need to equal China's naval might vessel by vessel. Instead, the integration of coastal missiles, drones, and allied data is designed to make any encroachment by adversaries both risky and prohibitively expensive, thereby achieving deterrence through asymmetrical means.

Secretary Gilberto Teodoro has asserted that defense alliances must be operationalized, moving beyond mere verbal commitments. He dismisses the concept of 'paper alliances,' emphasizing the need for concrete actions and practical implementation. Teodoro points to exercises like Balikatan as examples of how to 'operationalize ironclad' defense commitments, providing hands-on experience with foreign systems that are crucial for future defense needs.

Defense Secretary Gilberto Teodoro has strongly rejected domestic criticism that characterizes the Philippines' modernization efforts as provocation. He categorizes these critics as either misinformed or acting as mouthpieces for the adversary. Teodoro identifies the real risk not as over-preparedness, but rather as late preparation, stressing the importance of timely defense enhancements in the current geopolitical climate.

The Philippines is actively expanding its maritime administrative reach, particularly in the Kalayaan Island Group. In April, the Coast Guard inaugurated its first dedicated district command within the Kalayaan Island group, establishing its headquarters on Pag-asa Island. The new Chief of Staff, Antonio Nafarrete, has prioritized visiting remote garrisons, pledging improved equipment and resources for personnel stationed in these strategic areas.

Manila is redefining its stance on peace, explicitly rejecting passivity and emphasizing a strong national resolve. While the nation continues to pursue diplomacy, it firmly refuses to trade away its sovereign rights. Former Chief of Staff Romeo Brawner Jr. underscored that national defense is a matter of honor, reflecting the sacrifices made by heroes for the nation's freedom and sovereignty.
