Philippines Defies China's Ultimatum on BRP Sierra Madre

On August 27, 2026, Senior Colonel Zhang Xiaogang of China issued a stern demand for the Philippines to remove the BRP Sierra Madre from Ayungin Shoal. China asserts that the vessel is illegally grounded in what it claims as its territory, Ren'ai Jiao.

Beijing's statement explicitly called for the cessation of all provocative acts by the Philippine side, intensifying the diplomatic pressure on Manila regarding the disputed shoal.

The dispute over Ayungin Shoal hinges on conflicting interpretations of international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS). The Philippines relies on the 2016 South China Sea arbitral award, which affirmed Manila's sovereign rights in its exclusive economic zone (EEZ) and continental shelf, where Ayungin Shoal lies.

Conversely, China rejects the 2016 ruling, maintaining its historical claims over the area as part of what it calls Nansha Qundao, creating a fundamental disagreement over legal jurisdiction.

On September 1st, the Philippine National Maritime Council formally rejected Beijing's latest demand for the removal of the BRP Sierra Madre. The council affirmed that the Philippines' position on the matter remains unchanged.

Manila explicitly refuted China's characterization of the ship as 'illegally grounded,' asserting that its presence at Ayungin Shoal is consistent with its sovereign rights and jurisdiction.

Manila's explanation clarifies that the Philippine military autonomously determines the timing of its rotation and resupply missions.

Under this arrangement, the Department of Foreign Affairs (DFA) notifies China of an upcoming mission, and China, in turn, informs the Philippines about the deployment of its own vessels. Since 2024, 16 such missions have been successfully completed under this protocol, indicating a pattern of operational understanding, albeit fragile.

During the incident, Chinese Coast Guard personnel reportedly reacted violently, striking a Philippine Navy sailor on the head with a wooden baton and damaging a Philippine boat.

This violent encounter necessitated the medical evacuation of two Filipino personnel, underscoring the dangers faced by those involved in the routine missions.
