Merz rejects Trump's Russian diesel deal

US President Trump announced last week that he had struck an agreement with Moscow to buy Russian diesel. The move was aimed at lowering prices at the pump for motorists ahead of next month's US midterm elections.

The announcement quickly angered European leaders, who see it as a reversal of US support for Ukraine and a lifeline to Moscow's war economy.

German Chancellor Friedrich Merz rejected the deal outright. "We take note of the agreement between the United States and Russia regarding diesel exports," he said. "For Germany and for Europe, such a decision is out of the question. Russia will only negotiate in good faith under pressure. And that is why we are maintaining our sanctions against Russia."

The statement marked a rare moment of public European defiance against a Trump policy decision, signaling that Berlin sees the diesel deal not as an isolated commercial transaction but as a test of Western resolve.

Within Germany's chancellor's office and defense ministry, there is real frustration over the deal. Trump has stepped away from supporting Ukraine, and Berlin's officials fear the diesel agreement will put money in Russian coffers and prolong the war. Trump has said he would end the conflict in a few days when he returns to office, but Merz pointed out the conflict was not yet over.

The disagreement reflects a gap between Trump's electoral promise to swiftly resolve the Ukraine crisis and the reality that Germany and its allies see no quick resolution without sustained pressure on Russia.

The German government must manage what is by far the most important security, defense, and economic relationship it has for the long term, which means avoiding an open rupture with Washington even while opposing its Russia policy.

Multiple Western European allies have lined up to push back. British Prime Minister Keir Starmer said the UK would strengthen its sanctions regime. The European Union added another 1,600 individuals and entities to its sanctions list—the biggest expansion of sanctions since Russia's full-scale invasion of Ukraine 4½ years ago. Polish Prime Minister Donald Tusk called on the West, including the US, to stand firm with Ukraine.

The coordinated response signals that Germany's rejection of the diesel deal reflects a broader European consensus, not an isolated Berlin protest.

There is little belief in Berlin that Trump will change his mind or start supporting Ukraine. Germany's most important relationships—security, defense, and economic—are bound up with the United States. This reality shapes Berlin's strategy: focus on what Europe can control (sanctions and Ukraine backing), avoid needless confrontation with Trump, and hope Brussels can be more direct since it has less at stake bilaterally.

The calculation illustrates the asymmetry within the West: Germany must manage a superpower relationship that Brussels does not bear equally.

Russia has delivered $320 billion worth of hydrocarbons to Europe over the past four years, a figure the country cited to underscore both its role as a supplier and the revenue it has already lost to sanctions.

That $320 billion would be doubled or tripled if sanctions were not in place and Russia had not launched its full reinvasion in 2022. Russia's initial invasion in 2014 also prevented it from controlling a much larger chunk of Europe's energy market.

Russia continues to generate billions of dollars from energy exports despite the sanctions and military setbacks, underscoring both the ongoing economic impact of its reserves and the urgency Western policymakers feel in maintaining coordinated pressure.

The deal does not even fully cover an entire day of US diesel demand. Russia promised 300,000 tons initially, slightly more than half a day's US consumption. In terms of the broader structural diesel global market, it is a drop in a bucket.

But politically, the deal is an important step and potentially a test of allies' reaction. Russia lacks the volumes to sustain larger tranches over time; energy markets require constant, reliable supply, not sporadic shipments. The deal may signal whether Trump intends to pursue larger agreements that would more meaningfully undermine European sanctions.

The shadow fleet example demonstrates that ships sanctioned jointly by the US and Europe faced far steeper impacts than those appearing on only one side's list. The shadow fleet—the network of aging tankers used to circumvent sanctions—is most effectively constrained when both sides target it together.

Trump has at his disposal the Lindsey Graham sanctions, a tool designed not only to target Russia's economy but also to impose tariffs on countries that purchase Russian oil and gas. This same mechanism could be used to sanction the entire shadow fleet.

If the US eases restrictions while Europe tries to maintain pressure, Europe cannot sustain effective sanctions alone. The speed of implementation will be a deciding factor: rapid deployment of coordinated measures stops the flow of revenue; delays and one-sided action allow Russia to adapt and find workarounds.

There is no single quick solution to high energy prices on either side of the Atlantic. For Europe, the answer is a combination: clean energy technologies, nuclear partnerships with countries like the United States, small modular reactors (SMRs), and addressing permitting delays that slow capacity building.

A second pillar is efficiency—making sure existing energy flows through Europe's transmission systems are optimized and working harder, with minimal waste. Community engagement is essential; high energy prices remain a top political concern, especially ahead of midterm elections in the US where voters face similar pressures.

These tensions demand difficult conversations at the local level, and the problem is not unique to Europe; the US faces the same political dynamics.

Russia's moratorium on diesel exports was not a blackmail tactic against Europe but a reflection of damaged refining capacity. Ukraine attacked 60 to 70 percent of Russian refineries, forcing Russia to purchase diesel from countries like Belarus to meet its own needs.

The shortage hit hard in fall 2024, when the trucking and agriculture sectors—both energy-intensive industries—faced peak demand. Russia's diesel shortage was rooted in military reality, not strategy.

Additional diesel tranches from Russia are theoretically possible but would come at the cost of Russia's own domestic needs. Putin has shown willingness to sacrifice domestic industry and economic growth for war aims, so larger volumes may be available.

But that is not how energy markets work. They require steady, daily supplies of predictable volumes. The Trump-Russia diesel deal is a one-off transaction that cannot substitute for stable energy infrastructure and cannot meaningfully alter Europe's or America's energy landscape.

Western policymakers will face recurring pressure to negotiate and ease sanctions, particularly when energy prices rise or supply tightens. Maintaining sanctions discipline over years requires either a coalition strong enough to enforce it or a shift in the underlying incentive to deal.

The transatlantic relationship has fundamentally changed. Returning to the conditions of five, six, or ten years ago is not realistic. The partnership is now far more dynamic than before—meaning less predictable, more contested, and requiring active management on both sides.

The diesel deal illustrates this new reality: allies can still push back, but the margin of dissent has narrowed, and the cost of US policies that alienate Europe is easier for Washington to absorb.

Reducing Russia's revenue from energy exports serves purposes beyond the Ukraine conflict. Russia and Iran cooperate closely on energy, security, intelligence, information, and technology. When Western sanctions weaken Russia's capabilities, they also protect the West against Iranian power and influence.

Building innovative energy systems that are lower cost, more resilient, and more secure is work best done together between the US and Europe. A divided approach leaves both vulnerable to the Iran-Russia axis and fractures the resources needed for the transition to reliable, clean energy.

If the Lindsey Graham sanctions are fully implemented, that would be a strong signal of transatlantic commitment to maintaining pressure on Russia. Implementation speed and completeness will determine whether the US-Europe partnership holds or fractures further on Russia policy in the months ahead.
