Steve Bannon urged a complete cessation of all artificial intelligence (AI) collaboration with the Chinese Communist Party (CCP), particularly ahead of a planned state visit by Xi Jinping in late September 2026. Bannon outlined a strategy to restrict the CCP's access to crucial AI components, including advanced chips, graduate education programs, and Chinese nationals working in frontier U.S. labs. He dismissed suggestions of an AI pact emerging from the visit, arguing that the U.S. must prioritize containing the CCP's AI buildout over diplomatic ceremonies.
Bannon specifically rejected Elon Musk's proposal for leading U.S. labs and Chinese firms to conduct reciprocal safety tests on each other's AI models before release. He views this as granting a strategic rival an unwarranted look inside American systems, especially given China's estimated lag of several months to a year behind the U.S. in AI technology. This would give China an unfair advantage by revealing American advancements while their own systems remain less developed.
He argued that such engagement serves to normalize relations while the CCP continues its aggressive AI development. Bannon emphasized that any form of collaboration or information sharing would only strengthen China's capabilities, which he sees as a direct threat to U.S. national security. He believes the U.S. must instead focus on undermining the entire ecosystem that allows China to leverage American AI advancements.
