A large salmon-trout fishing vessel, belonging to the Abashiri Fisheries Cooperative in Hokkaido, was operating on the high seas when, at approximately 2:00 in the morning, it was instructed to stop by a Chinese government vessel. Chinese officers then boarded the Japanese boat and conducted an inspection that lasted for about three hours, ultimately finding no violations.

This inspection, which occurred on the high seas, was conducted within the multinational fisheries management system governed by the North Pacific Fisheries Commission (NPFC). The NPFC is a multinational framework that includes Japan, China, the United States, and other member states. Its rules permit authorized members to board vessels to ensure compliance with fisheries regulations. The inspection of the Japanese vessel was completed within the four-hour limit specified by NPFC guidelines, confirming its legality under international protocols.

It is noteworthy that Japan frequently utilizes these same international inspection protocols. Japan's Fisheries Agency reported that its enforcement ships conducted 14 high seas boardings under NPFC rules during 2025. Additionally, Japan performed six inspections under a separate Western and Central Pacific fisheries regime in the same year, and 18 NPFC inspections in 2024. This mechanism is a standard tool for international cooperation in fisheries management.

What makes the August 24th episode particularly noteworthy is China's increasing visibility as an enforcement actor under international rules that Japan and other Pacific states have long used themselves. This signals Beijing's growing willingness to take a more active role in high-seas enforcement. For instance, on July 27, China deployed coast guard vessels for a dedicated enforcement mission aimed at combating illegal, unreported, and unregulated fishing.

It is crucial to distinguish this NPFC inspection from territorial tensions, specifically the Senkaku (Diaoyu) Islands dispute. There is a common temptation to interpret every China-Japan maritime encounter through the lens of the Senkaku dispute, but the two issues should not be confused. While territorial disputes remain a source of sharp conflict, the August 24 incident was a matter of high-seas fisheries law enforcement, distinct from territorial law enforcement actions.

Beyond specific incidents, China is consistently maintaining an extended presence in the North Pacific. This sustained activity has drawn concern from Japan, especially given the already strained bilateral relations between the two countries. In a separate but related development, the United States began permanently stationing F-35A Lightning II fighters at Misawa Air Base in Japan in March, underscoring its long-standing commitment to Japan and the region. The base is slated to host a total of 48 F-35s, replacing older F-16 Fighting Falcons.

The 13th Fighter Squadron, based at Misawa, recently moved its F-35s to Alaska for the Red Flag 26-3 combat exercise. This deployment marks the 13th FS's first test of sustained combat-replicant operations with the F-35A. The unit is responsible for the critical 'Wild Weasel' mission, which involves suppressing hostile air defenses, and the exercise included 79 aircraft from 10 different units, simulating complex combat scenarios.

The deployment of F-35s to Alaska does not signal a weakening of US defense capabilities in Asia. Instead, these exercises are strategically designed to prepare US forces for potential contingencies in the Pacific. Alaska offers an expansive 77,000 square miles of dedicated training airspace, allowing for realistic simulations of operational challenges such as long distances and sophisticated electronic threats. Aircraft appearing to leave a frontline base may, in fact, be rehearsing operations vital for reinforcing that base during a crisis.

Neither the Chinese Coast Guard inspection nor the F-35 deployment represents an immediate military crisis on its own, but together, they demonstrate a deeper underlying reality: the shifting strategic environment in the North Pacific. China is increasingly utilizing maritime institutions to exert broader influence and normalize its presence, while the United States is adapting by shifting to more advanced aircraft capable of rapid movement and deployment between bases. Geographic distance is now a core component of military competition, compelling all actors to rethink their strategic postures and operational capabilities in the Indo-Pacific region.
