US to Cut and Reform UN and Foreign Aid Funding

The U.S. Agency for International Development (USAID) has officially closed, marking the shutdown of a major U.S. foreign aid institution. Foreign aid will continue through the State Department but will be restructured to a reduced scale. This measure is seen as part of a broader move within the administration to strengthen anti-fraud measures.

Allegations emerged that approximately 100 employees of UNRWA, a UN agency operating in the Gaza Strip, participated in the October 7th attack on Israel. This situation became a major reason for the Trump administration to sign an executive order halting funding to UNRWA immediately after taking office. Republicans have long been wary of U.S. taxpayer money being used to support anti-American and anti-Israeli forces and have criticized the Biden administration's moves to resume funding.

For the first time in UN history, budget cuts have been enforced. Consequently, 3,000 UN officials at the New York headquarters are expected to be laid off. UN peacekeeping forces are also slated for a 25% reduction, with the U.S. anticipating that UN reforms will secure more funding.

The U.S. is shifting its foreign aid and diplomatic policy from input-based to performance (results)-based. Currently, regarding Iran, the focus is on tightening the regime's economic lifeline, emphasizing international cooperation to achieve this. Efforts are also underway to legally formalize a peace plan for the Gaza Strip.

Mike Watts pointed out that despite spending hundreds of millions of dollars, the previous administration was negligent in accountability and ignored clear evidence from Israeli partners confirming over a thousand individuals' involvement with Hamas. Consequently, the U.S. is beginning the process of excluding Hamas-linked staff. Humanitarian aid will continue through alternative organizations, and this reform plans to implement preventative measures against recurrence. This move, along with criticism of the previous administration's foreign aid mismanagement, aims to establish a transparent and accountable aid system.

James Comer noted that the number of federal employees is 350,000 fewer than when former President Donald Trump began his second term, citing this as one of the current administration and Congress's greatest achievements. Since federal department personnel costs represent the largest portion of overall expenditures, this reduction in workforce is expected to significantly contribute to budget savings.

The government has lost track of tens of thousands of unaccompanied minor migrants and is currently investigating their whereabouts. John emphasized suspicions that Chinese money laundering networks have contributed to establishing this child trafficking system. This issue involves not only border security and human rights concerns but also the potential involvement of international criminal organizations, requiring a multifaceted approach.

As criticism grows against groups promoting anti-American and antisemitic views in the U.S., there is a demand to revoke their tax-exempt privileges. John questioned whether the IRS and the U.S. government would soon begin to revoke the tax-exempt status of groups that harm America or do not do good work. Criticism is also emerging that the Democratic Party has been negligent in investigating or tracking the funding of such groups.

Jonathan Schofield pointed out that there are far too few auditors compared to the number of beneficiaries and implementers involved in foreign aid programs, making fraud prevention difficult. Given that some budgets are very large, span many years, and involve national projects, the shortage of auditing personnel creates severe oversight blind spots. He added that the amount of foreign aid fraud is relatively small compared to Medicare and military-related fraud.

John Schofield revealed that there were a few cases where fraud was so widespread that programs had to be canceled because they could not be fixed. Typically, programs would continue once program managers excised fraudulent elements, but in severe cases, American taxpayers could be harmed and support for vulnerable populations undermined. He emphasized that such fraud is classified as a crime, and those responsible should be punished.

The PEPFAR program experienced cases where items intended to be provided free by the American people were stolen and illegally sold in other countries. John Schofield pointed out that the stolen items were distributed without any regard for safe handling, such as refrigeration, causing serious harm. These crimes were caught through cooperation with local law enforcement and tracking merchant vessels, highlighting the need for thorough monitoring of foreign aid item management and distribution processes.

John Schofield emphasized that foreign aid is not a monolithic concept and requires consideration of numerous risk variables. Differences in each country's financial system, cultural customs, and control systems, as well as local environmental variables such as poverty rates, security conditions, and war situations, significantly impact project success. Additionally, blind spots arising from the bidding and operational processes of contract agencies were cited as factors complicating foreign aid projects. Effective foreign aid requires meticulous analysis and management of these complex factors.

Greg Roman stated that beyond UNRWA, he has found another channel through which American taxpayer money flows to extremists: the Department of Health and Human Services (HHS). He mentioned that the Trump administration was the first to take steps to prevent public funds from going to groups that undermine U.S. public policy or national security interests, arguing that an investigation into the potential outflow of current HHS funds is needed.

An HHS investigation is currently underway into over $80 million used for refugee programs and other public expenditures in California. Greg stated that these funds went not only to Islamist-leaning organizations but also to groups that openly support terrorist organizations targeting American citizens abroad and domestically. This investigation focuses on ensuring transparency of public funds and blocking terror financing.

Greg cited the 2015 case where U.S. government funds were provided to an Al-Qaeda affiliate through USAID as one of the most outrageous discoveries. This incident, uncovered through a congressional investigation, clearly demonstrated the lack of U.S. government oversight. USAID's functionality was effectively weakened due to such misconduct and negligence. The absence of an audit system for foreign aid funds has emerged as an urgent issue to be addressed. This highlights the importance of establishing institutional mechanisms to prevent American taxpayer money from flowing to terrorist organizations.

Liz Collum reported that the multi-billion dollar Medicaid fraud scandal in Minnesota continues to be national news. In a $18 billion program, prosecutors claim at least half, if not more, was fraudulent. Of the roughly 100 individuals under investigation, 90% were identified as members of the Somali community, and the possibility of some of these funds flowing to terrorist organizations like Al-Shabaab has been raised. This incident shows that the risk of public fund misuse and terror financing also exists within domestic welfare systems.
