Philippines Expands Coast Guard Fleet and Personnel

The Philippine Coast Guard is on track to significantly expand its fleet, with Admiral Ronnie Gilgavin confirming a target of 50 new ships within the next five years. This includes 40 vessels from France, five multi-role response vessels (MRVs) from Japan, and two boats from the United States. This strategic growth is not limited to a single procurement contract but is part of a broader, sustained effort.

Admiral Ronnie Gilgavin stated, "All in all, we will be adding 50 ships to the fleet over the next five years."

To manage its rapidly growing fleet, the Coast Guard has submitted a proposal to the Department of Budget and Management for an additional 40,000 personnel by 2030. This substantial increase is necessary to staff new vessels and shore facilities, requiring specialized engineers, navigators, and logistics staff.

The demand for Coast Guard service is evident, with over 44,000 applicants competing for only 4,000 available slots in 2025, highlighting the high interest in joining the force.

Ronnie Gilgavin noted, "The Coast Guard has submitted a proposal to the Department of Budget and Management seeking an additional 40,000 personnel by 2030."

The Philippine Senate has demonstrated strong support for the Coast Guard's expansion by allocating 8.6 billion pesos in the 2026 budget. This significant funding will cover the acquisition of additional large vessels and approximately 40 aluminum rescue boats.

The budget allocation specifically targets enhancing capabilities for disaster response and typhoon operations, underscoring the Coast Guard's crucial role in national emergencies. Lawmakers emphasized the importance of these acquisitions during budget deliberations.

President Ferdinand R. Marcos Jr. has consistently championed the broader expansion of the Philippine Coast Guard, endorsing its dual-purpose strategy for maritime security and disaster relief. The President has distinguished between various patrol boat programs, emphasizing their respective roles.

His administration places particular importance on search and rescue missions, alongside operations in the West Philippine Sea, reflecting a comprehensive approach to maritime governance.

This upgrade aims to enhance maritime law enforcement presence and sustain operations in the South China Sea.

Improved logistics capabilities, including facilities for fuel and spare parts, are critical for maintaining continuous operations and supporting the expanded fleet in strategically important waters.

Vessels acquired from the United States, France, Japan, and domestic builders will have different engines, electronics, and spare parts requirements, complicating maintenance and logistics.

Moreover, the Coast Guard faces the task of scaling its training programs to accommodate the influx of new personnel and diverse equipment without compromising professional standards.

This approach allows the nation to maintain its presence in contested waters below the threshold of armed conflict, providing a platform for asserting sovereignty without immediate naval escalation.

The Coast Guard's role also enables a simultaneous response to both disaster relief and sovereignty issues. By deploying non-military assets, the Philippines can de-escalate tensions while still affirming its claims and providing essential humanitarian services.

This shift reflects a nuanced strategy to manage complex maritime challenges, ensuring that the country can address a wide range of situations effectively.
