Philippines, US, Australia Bolster Maritime Ties

The Philippines initiated an arbitration case against China under the United Nations Convention on the Law of the Sea (UNCLOS), leading to a significant July 2016 award. This ruling thoroughly examined historic rights claims, maritime entitlements, and the legal status of features in the South China Sea. China, however, did not participate in the proceedings and continues to reject the ruling, maintaining its expansive claims in the region.

President Marcos Jr.'s administration has significantly reoriented military planning, prioritizing territorial and external defense. This shift includes substantial investment in modern unmanned systems and surveillance capabilities. Concurrently, the Philippines is deepening its security cooperation with key partners such as the United States, Australia, and Japan, expanding its network of alliances to enhance national security.

Philippine Defense Secretary Gilberto Teodoro and Australian Minister for Defence Richard Marles have engaged in discussions aimed at improving defense infrastructure and fostering greater interoperability between their forces. Both officials have acknowledged the growing operational cooperation, which is regularly demonstrated through maritime cooperative activities conducted within the Philippine exclusive economic zone. These activities highlight the deepening military ties between Manila and Canberra.

The primary goal of multi-nation interoperability is to ensure that forces from allied nations can effectively communicate, maneuver, refuel, and conduct joint operations before a serious confrontation arises. This involves moving beyond mere symbolic joint sails to developing technical proficiency in crucial areas. Such operations include search and rescue, detecting submarines, exchanging information, and coordinating aircraft.

Most confrontations in the South China Sea typically do not escalate into conventional military battles. Instead, these incidents frequently involve coast guard vessels, military or civilian surveillance aircraft, and maneuvers designed to block passage, alongside radio warnings and competing jurisdictional claims. These actions often occur below the threshold of open warfare, yet carry significant risks of accidents and miscalculation in the contested waters. Interoperability among allied nations serves as a deterrent against the isolation of any single party in such scenarios.

Beijing views the increasing participation of external military powers in the South China Sea as a destabilizing factor in the region. China argues that the Philippines is internationalizing disputes that, in its view, should be resolved solely by countries within the immediate region. In response to these exercises, Beijing has increased its use of military assets to assert its positioning and claims.

The repetitive and repeatable coordination exercises among the Philippines, United States, and Australia signify a crucial shift from broad declarations of partnership to concrete operational capability. Each exercise offers sailors, pilots, and commanders invaluable opportunities to understand their counterparts' operational procedures and integrate seamlessly. This continuous training, particularly in anti-submarine and replenishment operations, is vital for building institutional familiarity and ensuring readiness for real-world emergencies and complex maritime scenarios.
