China Targets Japan Amid US Alliance Scrutiny

Beijing recently used its major security gathering, the 13th Beijing Xiangshan Forum held from September 15–17, 2026, to articulate an expansive vision for its role in global defense affairs. Approximately 2,000 delegates from over 100 countries attended the forum.

Defense Minister Dong Jun advocated for deeper international military cooperation, emphasizing China's desire to be a central player in global security discussions. This occurred parallel to a significant debate in Washington concerning the future of American alliances across Asia, raising difficult questions about existing security commitments.

Defense Minister Dong Jun issued warnings against what he termed 'hegemonism, militarism, and historical revisionism' during the Xiangshan Forum. These statements were widely interpreted by Reuters and other observers as indirect criticisms aimed at Japan.

Such rhetoric highlights the intensifying tensions between Beijing and Tokyo, reflecting China's strategic use of international platforms to voice its geopolitical concerns and subtly target specific nations.

This timing underscores the ongoing geopolitical interplay in the region.

In November 2025, Takaichi's comments regarding a potential blockade of Taiwan by China were particularly notable, as she labeled such an event a 'survival-threatening situation' for Japan, signaling a firm and proactive stance on regional security.

Ken Morasu, a senior fellow at the Hudson Institute, suggests that Beijing is strategically using Japan as a convenient focal point for its diplomatic maneuvering. This approach allows China to avoid a direct confrontation with Washington, especially ahead of another anticipated meeting between leaders Trump and Xi.

China's broader objective is to position itself as an influential organizer of global security discussions, advocating for a security framework that is common, comprehensive, cooperative, and sustainable. This strategy enables Beijing to project influence while carefully managing direct engagements with the United States.

Critics argue that China frequently uses international forums to frame its military expansion as purely defensive, aimed solely at protecting national sovereignty. They contend that Beijing’s claims of modernization serve strategic rather than purely defensive purposes.

Larry M. Wortzel emphasizes that observers should prioritize analyzing China's actions over its rhetorical statements. He highlights that judging actions over words is an analytical judgment rather than an established fact, suggesting a need for a critical assessment of China's intentions.

While Washington maintains no mutual defense treaty with Taiwan, US law mandates it to assist Taiwan in maintaining a sufficient defensive capacity.

In contrast, the Philippines holds the status of a formal treaty ally with the United States, establishing a distinct legal situation. This distinction is particularly relevant given the 2016 arbitral ruling that sided with the Philippines against China’s extensive maritime claims in the South China Sea, further solidifying Manila’s position under international law.

A new report by Jennifer Kavanaugh of Defense Priorities, titled 'Second Island Chain Strategy' and published on September 10, 2026, advocates for a significant shift in U.S. military posture in Asia. Kavanaugh argues that Washington should define its core Asian interests much more narrowly.

Her proposal suggests moving away from the existing strategy focused on the first island chain. Instead, the U.S. should primarily concentrate on defending the American homeland and ensuring continued access to vital markets and trade routes in the region.

This redefined strategy would entail a more limited military footprint in Asia, potentially involving a reduced forward presence and a greater reliance on offshore balancing. The objective is to optimize resources while maintaining crucial national security interests.

Such a shift could have profound implications for long-standing alliances with countries like Japan and the Philippines, prompting a reevaluation of mutual defense obligations and regional security cooperation in the Indo-Pacific.
