Japan Enhances Indonesia's Maritime Security Capabilities

The primary goal is to bolster Indonesia's maritime law enforcement capabilities. This proposal would effectively give some existing fishing ports a second role as logistical hubs for maritime surveillance, enabling vessels to refuel and extend their operational range in critical areas.

Indonesia, as the world's largest archipelagic state, faces significant logistical challenges in maintaining continuous maritime surveillance across its vast waters. The country is contending with a range of maritime threats, including widespread illegal fishing, smuggling operations, piracy, and human trafficking. These challenges underscore the urgent need for enhanced facilities and capabilities to ensure effective law enforcement and security in its extensive maritime domain.

Japan views stability in this region as a core national interest, linking it directly to its economic and strategic well-being.

The Japan International Cooperation Agency (JICA) commenced a preliminary study in September 2025 to identify suitable locations for these port upgrades. Among the seven candidate locations being considered, the Natuna Islands hold significant strategic importance due to their position. A detailed plan outlining the specific improvements and chosen sites is expected to be finalized by June 2027, marking a concrete step forward in the initiative.

The Natuna Islands are officially recognized as Indonesian territory, but their surrounding waters are a focal point of ongoing international maritime disputes. The primary conflict arises from overlapping maritime claims and rights to the Exclusive Economic Zone (EEZ) in the region. Indonesia has consistently rejected China's expansive Dashline claims, asserting its sovereign rights over the waters around the Natuna Islands and maintaining that these claims lack a basis in international law.

Discussions during this meeting covered a range of critical areas, including fisheries management, broader security concerns, and defense collaboration. The two governments also agreed to deepen maritime security cooperation, with Japan expressing its intention to continue supporting the Indonesian armed forces through its Official Security Assistance (OSA) program. This high-level engagement underscores the strategic importance both nations place on their relationship, particularly in addressing shared challenges in the Indo-Pacific.
