Japan Expands Naval Presence and Strategic Alliance with the Philippines Amidst China's Warnings

Japan is significantly modernizing its naval fleet, exemplified by the Mogami-class frigate JS Notori. This advanced vessel was formally commissioned into service on May 21, 2026, at Mitsubishi Heavy Industries Nagasaki Shipyard, marking a new era for the Japan Maritime Self-Defense Force.

The JS Notori is highly automated, requiring a minimal crew of only 90 members. This contrasts sharply with traditional destroyers that typically need around 200 sailors, highlighting a leap in naval technology and operational efficiency for Japan's defense.

This modernization allows Japan to project its naval capabilities more effectively, extending its operational reach beyond its traditional waters and signaling a strategic shift in its Indo-Pacific defense posture.

The security framework between Japan and the Philippines has been significantly strengthened through new legal instruments. The Reciprocal Access Agreement (RAA) officially entered into force on September 11, 2025, establishing a formal mechanism for Japanese and Philippine forces to deploy into each other's territory.

Further solidifying this cooperation, the Acquisition and Cross-Servicing Agreement (ACSA) became effective on August 22, 2026. This agreement facilitates the tax-free exchange of essential supplies such as fuel, food, and ammunition between the two nations' armed forces, streamlining logistical support during joint operations.

The Bikitan 2026 exercise represented a significant leap in multinational defense cooperation, involving 17,000 personnel from seven different nations. This large-scale exercise showcased enhanced interoperability and strategic coordination among participating forces.

Notably, Japan deployed approximately 1,400 troops along with heavy equipment to Philippine soil during these exercises. This deployment was the largest presence of Japanese ground forces in the Philippines since the end of the Second World War, signaling a major shift in Japan's post-war defense posture and its commitment to regional security.

During recent exercises, the Japan Ground Self-Defense Force conducted a live firing of its Type 88 missiles. The target for this unprecedented test was the decommissioned Philippine Navy vessel BRP Queson, strategically located in the Luzon Strait.

This event marked the first live firing of the Type 88 system outside Japan and, by most accounts, the first instance of Japan launching an offensive missile from foreign soil since 1945. Defense officials Koisumi and Teodoro were present to monitor the test, underscoring the significance of this demonstration of Japan's strike capabilities.

The formal declaration was made at Akasaka Palace by President Marcos Jr. and Prime Minister Sana Takaichi, signifying a deepening of their bilateral ties across various sectors.

Following this elevation, discussions accelerated regarding the transfer of Abukuma-class vessels from Japan to the Philippines, which will significantly enhance the Philippine Navy's capabilities. These vessels are expected to bolster maritime security and defense cooperation between the two nations.

Additionally, negotiations were initiated to establish a framework for protecting classified military information exchanged between Japan and the Philippines. This move aims to facilitate more robust intelligence sharing and collaboration on sensitive defense matters, further cementing their strategic alliance.
