Philippines Expands Coast Guard with 50 New Ships and 40,000 Personnel by 2030

The Philippine Coast Guard is embarking on a historic expansion project, with goals to acquire approximately 50 new vessels and significantly increase its personnel by 40,000 by 2030. This ambitious initiative is designed to strengthen the nation's maritime security and enhance its operational capacity across its vast maritime domain. The expansion aims to effectively address the diverse needs of an archipelagic nation, which encompasses an enormous coastline and numerous islands requiring constant patrol and protection.

Two Marine Protector-class patrol boats, transferred from the United States, are scheduled to arrive in Manila in October 2026, marking a tangible step in the PCG's modernization. These vessels have been identified as BRP Pagasa (PATS 2701) and BRP Paddag (2702), further integrating into the Philippine fleet. Twenty-four personnel from the Philippine Coast Guard have already completed specialized training in Baltimore, Maryland, ensuring they are prepared to operate these new assets effectively.

"The two vessels, which the Coast Guard describes as 27 meter patrol boats, can travel at more than 25 knots."

Commodore Anumi Cayabyab emphasized that the ongoing expansion is vital for allowing PCG districts to enhance their response capabilities to various maritime incidents and extend their operational range across Philippine waters. The current fleet size is deemed insufficient to adequately cover the Philippines' vast maritime territory and meet its extensive security requirements. There is a pressing need to balance the deployment of small, fast craft for agile operations in coastal waters with larger, more robust vessels capable of long-endurance patrols in offshore areas.

"And within the 5 years, Yan Yung Sinasabi Pli Commandon, we will be um Tawadito anticipating the arrival of 50 more ships."

The Philippines has entered a partnership with France to acquire 40 new 35-meter fast patrol craft, a project valued at approximately PHP 25.8 billion. This significant procurement was approved by President Ferdinand R. Marcos Jr. in November 2024, demonstrating high-level commitment to the fleet modernization. A key aspect of this agreement is that 20 of these vessels will be assembled domestically within the Philippines, fostering local industry and expertise.

"The project has been valued at about PHP258 billion and is backed through French official development assistance."

Japan is providing significant support to the Philippine Coast Guard through the Japan International Cooperation Agency (JICA), specifically by supplying five 97-meter multi-role response vessels (MRVs). This Phase 3 project involves a substantial Japanese loan amounting to 64.38 billion yen, underscoring the depth of international cooperation in maritime security. These new ships are expected to be broadly similar to the BRP Teresa Magbanua and BRP Melora Aino, which are currently recognized as among the PCG's most capable large vessels.

The ongoing expansion of the Philippine Coast Guard is critically important given the heightened activity of Chinese vessels in the West Philippine Sea, making the need for enhanced capabilities increasingly visible. Philippine authorities recorded a significant presence of 48 Chinese naval and coast guard vessels near key features in July 2026, highlighting the persistent challenges. These key areas include Ayungin Shoal, Bajo de Masinloc, Escoda Shoal, and Pag-asa Island, all of which are vital to Philippine sovereignty and territorial integrity.
