Canada's Role as a Middle Power in a Changing Global Order
Prime Minister Mark Carney addressed concerns that Canada and Europe might be 'on the menu' rather than 'at the table' in global geopolitics, particularly with major powers like the US, China, and Russia preparing for meetings. Carney firmly stated, "No, we're not."
He clarified that he considers Canada a 'middle power,' while the European Union is a distinct, larger entity. Carney explained that the new initiative for an "alliance for the future," with Canada and the European Union at its core, utilizes a concept he called "variable geometry." This approach involves different countries uniting to tackle specific issues, such as the coalition for Ukraine or aspects of climate action. This strategy, Carney believes, allows the European Union, Canada, and other middle powers to "set the table and choose the menu."
If I can use a technical term sort of variable geometry and approach different countries coming together to address different issues... the European Union, Canada, other middle powers can set the table and choose the menu.
Mark Carney
