Philippines Advances Lawak Port Amid China's Objections

The Philippines is advancing with the construction of a shelter port on Lawak Island, an initiative aimed at strengthening an outpost it has maintained for decades. This development comes as China continues to challenge Philippine construction efforts in the West Philippine Sea. Satellite imagery analyzed by the Asia Maritime Transparency Initiative has confirmed the progression of construction activities on Lawak Island. Observations were recorded between October 2025 and April 2026, indicating active development. The initiative clarified that while construction is underway, the project is not a completed major naval base.

The primary objective of the Lawak port project is to overcome the logistical challenges posed by the island's shallow waters, which currently impede vessel access. The new harbor is designed to facilitate more reliable delivery of essential supplies, including food and fuel. Additionally, it will provide crucial support for personnel rotations and offer enhanced protection for operations during adverse weather conditions.

This construction effort is part of a wider infrastructure development strategy under President Ferdinand Marcos Jr., initiated earlier this year. Public Works Secretary Vince Daison specifically noted that planned improvements to Pagasa Island followed direct instructions from the president to assess the area's infrastructure needs. These initiatives underscore the government's focus on connecting and supporting isolated outposts.

Assistant Secretary Arsenio Andolong, spokesperson for the Department of National Defense, articulated Manila's justification for the development. He stated that the legitimate exercise of Philippine authority in these areas, including improvement and development activities, is intended to support the welfare, safety, and livelihood of Filipinos residing and working there. This emphasizes a humanitarian rationale behind the construction.

The ongoing dispute surrounding Lawak Island brings renewed focus to the July 2016 South China Sea Arbitration Award, which remains a cornerstone of the Philippines' legal position. The tribunal concluded that China lacked any legal basis for claiming historic rights to resources within its asserted 'nine-dash line.' While this ruling clarified maritime rights, it did not definitively determine the ownership of islands in the disputed areas. Despite the international tribunal's findings, China has consistently rejected the award and its implications.
