Japan-Philippines Defense Ties Deepen Amid China Tensions

This new era of security collaboration includes joint exercises, enhanced surveillance capabilities, and potential transfers of military hardware.

This deepening relationship reflects a strategic realignment in the region, with both nations seeking to bolster their defense capabilities and interoperability.

Japan is currently considering supplying the Philippines with Type 88 surface-to-ship missiles, although a final contract has not yet been confirmed, making it a prospective acquisition. Formal discussions between Japan and Manila regarding these potential missile exports began, as reported by Reuters in May.

This potential transfer underscores a growing military component in their bilateral relations, moving beyond traditional security assistance.

Closer security alignment between Japan and the Philippines is driven by geopolitical tensions with China and the Philippines' strategic location. The Philippines faces recurring encounters with the Chinese coast guard in contested waters, highlighting an urgent need for enhanced maritime security.

Additionally, the northern Luzon region's proximity to Taiwan and vital sea lanes makes the area strategically crucial, with Japan viewing the security of this region as directly linked to its own national security interests.

The exercise took place in Ilocos Norte, where the missiles struck and sank the decommissioned BRP Quezon.

This demonstration showcased the Type 88's mobility and its utility for coastal defense, providing a tangible example of the potential military cooperation between the two nations.

Philippine Secretary of National Defense Gilberto Teodoro praised the Balikatan strike as a significant milestone for the alliance, expressing pride in the successful execution of the exercise. He viewed the joint action as a key advancement for the alliance, highlighting the increasing interoperability and effectiveness of combined defense efforts.

Teodoro's statement underscored the Philippines' satisfaction with the progress in its defense partnership with Japan.

This transfer will require extensive logistics, training, and maintenance support to integrate the vessels into the Philippine fleet.

Once operational, these vessels are expected to significantly enhance the Philippine Navy's patrol and surveillance capacities in its territorial waters.

The Reciprocal Access Agreement (RAA) between Japan and the Philippines, which entered into force on September 11th, 2025, reduces legal barriers for joint military activities. This agreement streamlines procedures for troops operating in each other's countries.

It significantly reduces administrative obstacles, making it easier for both nations to conduct sustained exercises and complex operations together.

This agreement enables their militaries to provide mutual supplies and services during authorized activities, simplifying support for sustained military exercises and complex operations.

Furthermore, the bilateral relationship was elevated to a comprehensive strategic partnership on May 28, 2026, signaling a deeper and broader collaboration across various sectors.

Beijing characterized the deployment of the Type 88 missile during Balikatan as evidence of right-wing pressure for remilitarization.

Tokyo, however, rejects these claims, asserting that increased readiness is strictly for deterrence purposes and does not signify a shift towards militarization.

The feature lies roughly 120 nautical miles west of Luzon, with both nations claiming sovereignty over it.

Despite a 2016 arbitration ruling that rejected China's historical claims, China has largely ignored the decision. Tensions were recently highlighted when the PLA Southern Theater Command conducted joint naval and air training there on August 1, 2026.

U.S. defense policy clarifies that an armed attack on Philippine armed forces, aircraft, or public vessels—including coast guard vessels—anywhere in the South China Sea would invoke mutual defense commitments.

However, many confrontations in the region fall into a 'gray zone,' deliberately designed to avoid reaching the threshold of conventional conflict and thereby prevent triggering treaty obligations.

The Philippines interprets this expanding network primarily as essential deterrence against maritime pressure in contested waters.

Conversely, Beijing increasingly describes it as an act of military containment aimed at limiting its influence. This fundamental disagreement creates a continuous loop where new military exercises and deployments from one side prompt further responses from the other.

A generation ago, Japanese troops deploying anti-ship missiles to Philippine territory and firing them during a major military exercise would have been politically extraordinary, but this became a reality in May 2026.

While a final purchase of the Type 88 has not been publicly confirmed, the strategic trend is clear: Japan is becoming an active security partner in the region, and the Philippines is actively diversifying its defense portfolio to enhance its maritime security capabilities.
