Philippines Expands Coast Guard with 45 New Ships

Five new 97-meter vessels are planned under Phase 3, with support from the Japan International Cooperation Agency (JICA). These ships are specifically intended to improve the Philippine Coast Guard's (PCG) ability to respond quickly and effectively to various offshore and coastal incidents. This includes crucial operations such as maritime law enforcement and search and rescue efforts, enhancing overall maritime security.

The 97-meter platform vessels offer significant strategic advantages due to their increased endurance and ability to operate effectively in more demanding sea conditions. These larger ships can remain at sea for extended periods, carry more personnel and equipment, and are capable of supporting helicopter operations. This expanded reach allows them to undertake missions much farther from major Philippine Coast Guard bases compared to smaller patrol boats.

The current fleet of only two ships in the largest category creates unavoidable operational pressure, as a vessel undergoing maintenance or crew rotation immediately reduces the number available for long-range patrols. The Phase 3 target is to increase the total number of these vessels to seven, significantly enhancing operational flexibility. This expansion will provide greater capacity for continuous patrols, training, and necessary replenishment, ensuring a more consistent maritime presence.

Japan's program for the Philippine Coast Guard is complemented by extensive technical cooperation, focusing on institutional sustainability and maintenance. In April 2025, JICA and the PCG launched a project, scheduled to run through 2028, specifically aimed at improving vessel operation and maintenance. This initiative also emphasizes strengthening institutional capabilities and standardizing procedures across the diverse fleet, which includes vessels from various origins, ensuring long-term operational effectiveness.

The Philippines is strategically building a layered Coast Guard fleet, rather than simply acquiring the largest ships available. This approach includes 35-meter French-designed craft for speed, numbers, and wider geographic distribution, 44-meter Japanese-supported vessels for mid-range patrol and response, and the new 97-meter vessels for endurance. Additionally, 84-meter vessels contribute to long-range capabilities, ensuring that each ship class is matched to specific mission requirements, from smuggling interception to prolonged patrols, for efficient asset utilization.

On September 1, 2026, President Marcos addressed newly promoted Coast Guard flag officers, emphasizing that the country's dependence on the sea extends far beyond security concerns. He highlighted that food, trade, transportation, and the entire national economic life are intrinsically tied to Philippine waters. This vital connection makes the Coast Guard's responsibilities increasingly important, especially with ongoing pressures on Philippine maritime rights requiring a persistent presence.

The Philippine Coast Guard anticipates adding approximately 50 ships to its fleet over the coming five years, according to Gavin earlier in 2026. This indicates that additional acquisitions are being pursued alongside the existing OCA and JICA projects, reflecting a broader fleet growth strategy. This multi-partner procurement approach also includes the arrival of US-supplied 27-meter marine protector class vessels in October 2026, diversifying the fleet's origins and capabilities.
