Japan Seeks Record Coast Guard Budget Amid China Tensions

The Japan Coast Guard has put forward a budget request of 344.8 billion yen for fiscal year 2027. This figure represents an approximate 16% increase compared to the current year's budget, making it the largest budget request in the organization's history.

This substantial increase directly reflects the elevated tensions in Japan-China relations, particularly regarding maritime security in the East China Sea.

The core of the dispute revolves around five uninhabited islands and three barren reefs situated in the East China Sea, approximately 100 miles east of Taiwan and 250 miles west of Okinawa. While Japan currently administers these islands, both China and Taiwan assert their sovereignty over the territory.

The region holds significant value due to its potential oil and gas resources, as well as crucial fishing rights, making it a focal point of geopolitical interest.

In 2025, Chinese government vessels were observed in the vicinity of the Senkaku Islands on 357 out of 365 days, setting a new record for frequency. Over the course of the year, approximately 1,380 individual ship sightings were recorded, also an all-time high.

Furthermore, Chinese ships breached Japanese territorial waters 27 times in 2025, underscoring the persistent and increasing presence of Chinese vessels in the area.

China operates the world's largest coast guard, and the vessels it deploys towards the Senkaku Islands are increasingly large, with some matching the size of naval frigates. Many of these ships are fitted with autocannons, raising concerns for Japan.

Japanese officials view the growing disparity in size and armament between their law enforcement vessels and China's as a significant security challenge.

Out of the total budget request, 189.2 billion yen is specifically allocated to strengthen Japan's maritime security capabilities. The primary focus of this investment is shipbuilding, specifically the construction of eight new large patrol vessels.

The increased tonnage of these new ships is crucial for 'shouldering' matches at sea, a tactic used to gain leverage without resorting to direct armed conflict. Larger vessels also offer enhanced station-keeping abilities and improved endurance in adverse weather conditions, vital for prolonged patrols.

The Japan Coast Guard has included several 'item requests' in its budget, which are programs listed without a specified monetary amount. The funding for these items will be determined at a later stage.

These unpriced items include research and development for unmanned patrol vessels and surveillance drones, reflecting a forward-looking strategy. These placeholders are strategically placed to align with the revisions to Japan's security strategy documents, expected in December 2026.

The government's intention is to revise its three core security documents and maritime guidelines, allowing for flexibility in allocating funds for emerging technologies and strategic priorities.

Japan's Defense Ministry and Coast Guard are both employing a similar budget strategy, leaving over 160 defense budget items unpriced. This allows for final adjustments and allocations during the year-end budget compilation in late December.

The final figures for these items will be settled during this period, enabling the government to rebuild both the Navy and Coast Guard concurrently with strategic flexibility.

Japan is facing a significant manpower crisis in its maritime services, necessitating a pivot towards unmanned technology to mitigate severe labor shortages. Recruitment and retention are identified as major constraints impacting the effectiveness of these services.

This move is a direct response to Japan's shrinking and aging population, which has led to intense competition among all uniformed services for a diminishing pool of young recruits.

Public opinion in Japan largely supports increased defense spending, with many expressing concerns that the current 16% budget increase might not be sufficient to address the escalating threats. The dominant sentiment online suggests that the record request may even be too low.

Chinese state media has characterized Japan's increased budget and expanded maritime services as Japan using China as a pretext to transform its Coast Guard into a 'second navy.' In their view, Japan's Coast Guard is drifting away from its law enforcement role towards a more military-oriented function.

Japan's primary focus in its maritime strategy is not to win the disputed waters, but rather to prevent their incremental loss against China's persistent presence. The daily operations of Chinese vessels in the area necessitate a strong and continuous response.

In Tokyo, the argument has shifted from whether to spend on maritime security to whether the current pace of spending is sufficient and fast enough to counter the ongoing challenges effectively.
