Marcos Doubles Philippine Coast Guard Fleet

The Philippine Coast Guard is significantly expanding its fleet by acquiring larger vessels, including new Japanese-built patrol ships. These new additions are substantially larger than the Marine Protector-class boats transferred by Washington and the 35-meter craft ordered from France, providing greater endurance for extended maritime operations. The increased size allows for a sustained presence far from the Philippine mainland, enabling the PCG to enhance its capabilities in maritime law enforcement and search and rescue missions over broader areas.

The Philippine Coast Guard faces a massive human capital challenge as it attempts to add up to 40,000 personnel by 2030 to man its incoming ships and expanded operations. The authorized uniformed strength has already increased from 30,430 to 34,430. Despite a high demand, with 44,000 people applying for 4,000 open positions in 2025, this rapid expansion risks straining existing training centers and the pool of experienced officers needed to lead the growing force.

Financial support for the Philippine Coast Guard's modernization is scaling up, with the Senate adding 8.6 billion pesos to the 2026 national budget specifically for vessels and equipment. This significant budget allocation includes funds for large patrol vessels and 40 search-and-rescue aluminum boats. Government initiatives are coordinating distinct procurement programs for both locally produced and foreign-built patrol boats under a unified maritime strategy to enhance the PCG's capabilities.

Infrastructure expansion is essential to sustain long-term maritime operations for the Philippine Coast Guard, exemplified by a $9 million U.S.-funded pier expansion in Palawan announced in July 2026. These facilities must adequately support fuel storage, maintenance, and crew rotations, as a robust fleet requires more than just ships to remain operational. Logistics and base development are key components to maintaining a persistent maritime presence, ensuring vessels can effectively deploy and return for necessary services.

Manila has strategically relied heavily on white Coast Guard vessels, rather than naval warships, to be the principal face of its presence in contested waters. This approach allows the government to enforce maritime law and maintain a persistent presence while avoiding the symbolism of immediately placing military forces at the center of every confrontation, thus helping to avoid immediate military escalations. Coast Guard missions are diverse, spanning from disaster relief and environmental protection to maritime law enforcement in contested maritime features.
