Japan Arms Philippines Amid Rising China Tensions

This partnership marks a significant shift from an economic-focused relationship to one centered on security and military collaboration.

This expanded cooperation includes joint military exercises, enhanced surveillance capabilities, and discussions about the transfer of advanced weapons systems. The deepening ties are primarily driven by shared strategic concerns between the two nations regarding regional stability and China's growing assertiveness in the Western Pacific.

At the center of recent discussions is the possibility that Japan could provide the Philippines with surface-to-ship missiles, specifically the Type 88 system. While the Type 88 missile system is a primary candidate for export, no finalized contract has been confirmed to date.

Negotiations regarding this capability transfer began in May, signaling a serious exploration of enhancing the Philippines' defensive capabilities. The move highlights a concerted effort to strengthen regional security frameworks amidst escalating tensions.

The test, part of the Balikatan 2026 exercises, took place in Ilocos Norte, demonstrating the system's operational effectiveness.

During the exercise, Japanese forces fired two Type 88 missiles at the decommissioned BRP Quaison, successfully hitting the target. Philippine officials, including President Marcos, closely monitored the exercise, which showcased the missile's operational range of approximately 180 km and its potential role in the Philippines' defense strategy.

Mobile coastal anti-ship missiles provide the Philippines with a crucial advantage by complicating naval force calculations for any adversary approaching strategically important coastlines or islands. These systems reduce reliance on stationary assets like ships and aircraft, offering greater flexibility and survivability in defensive operations.

Integrated with advanced radar and intelligence networks, these mobile launchers offer better coverage and situational awareness. This enhancement complements existing BrahMos cruise missile systems, contributing to a more comprehensive and robust archipelagic defense strategy for the Philippines.

Discussions regarding the transfer of Abukuma-class destroyer escorts from Japan to the Philippines continue, with both governments sometimes describing the process status differently. Five ships from the Japan Maritime Self-Defense Force have been identified for potential transfer, aimed at bolstering the Philippine Navy's capabilities.

The Philippines anticipates the arrival of these ships within the next two to three years, with Secretary of National Defense Gilbert Teodoro stating in July that the arrangement was essentially completed, awaiting final administrative details. Japan, however, maintains a more cautious stance regarding the finalized timelines, reflecting the complexities involved in such defense transfers.

Successful defense transfers involve more than just providing hardware; they require comprehensive military integration. Philippine crews must undergo extensive training to operate and maintain the new systems effectively. Ensuring the availability of spare parts and establishing robust maintenance facilities are also critical for long-term operational readiness.

Compatibility with existing Philippine communication and logistical systems is paramount for seamless integration. The overall maintenance capacity will ultimately dictate whether these transferred assets remain functional and contribute meaningfully to the Philippines' defense capabilities over time.

New legal defense frameworks have been implemented to streamline military cooperation between Japan and the Philippines. The Japan-Philippines Reciprocal Access Agreement (RAA) officially entered into force on September 11, 2025, establishing procedures for Japanese forces operating temporarily in the Philippines and Philippine forces operating in Japan.

Additionally, the Acquisition and Cross-Servicing Agreement (ACSA) became effective on August 22, 2026. These frameworks simplify joint military exercises and enhance logistical support capabilities, enabling more efficient and coordinated operations between the two militaries.

Chinese foreign ministry spokesperson Lin Jian accused Japan of 'accelerated remilitarization,' drawing on historical wartime concerns in Southeast Asia.

China's perspective frames Japan's defense expansion as a provocative move, while Japan asserts that its actions are purely defensive and aimed at deterring regional coercion. This fundamental disagreement highlights the divergent interpretations of regional security dynamics.

The shoal is claimed by both the Philippines, which refers to it as Bajo de Masinloc, and China, which calls it Huangyan Dao.

A 2016 international tribunal ruling challenged China's historical maritime claims to the shoal; however, China has rejected this ruling and maintains a persistent naval presence in the area. This ongoing dispute underscores the heightened tensions and divergent territorial claims in the South China Sea.

These drills were explicitly aimed at improving combat readiness and defending claimed sovereignty in the South China Sea.

The operations included reconnaissance missions, deterrence patrols, and joint strike training, signaling China's determination to assert its territorial claims. Manila interprets these escalations as clear evidence of the urgent need for stronger security alliances and enhanced defensive capabilities.

US policy has repeatedly affirmed that Article 4 of the treaty applies to armed attacks against Philippine armed forces, aircraft, and public vessels, including Coast Guard vessels operating in the South China Sea.

Despite this, 'gray zone' incidents often fall below the threshold for conventional military responses, creating ambiguity. This lack of clarity regarding US response triggers remains a core challenge for regional management, leaving Manila to seek additional security assurances from partners like Japan.

The debate surrounding the aging Japanese anti-ship missile, the Type 88, carries far more significance than the missile itself. A generation ago, the notion of Japanese troops launching anti-ship missiles from Philippine territory would have been politically extraordinary, but this became a reality in May 2026 during one of the region's most important multinational military exercises.

Japan is not only considering missile transfers but also providing radar systems, comprehensive training, naval vessels, and logistical support. This comprehensive partnership signifies a move beyond the Philippines' traditional reliance on Washington for security, marking a pivotal shift in regional defense cooperation.

Both sides consistently describe their actions as purely defensive.

Mutual perceptions of instability drive further deployment and weapons acquisition. Beijing views these growing security networks as encirclement, while Manila perceives them as necessary protection against coercion. This ongoing cycle of military modernization and counter-modernization complicates future crisis management and raises concerns about potential escalation.
