China Accused of Aiding Iran in Deadly US Base Attack

A new intelligence controversy is adding another layer of tension to the complicated relationship between Washington, Beijing, and Tehran. US officials state that Iran acquired high-resolution satellite imagery from Chinese entities before a deadly July attack on an American-operated air base in Jordan. The allegation centers on the July 17, 2026, attack on Muwaffaq Salti Air Base in Jordan. According to reporting by the Wall Street Journal, US officials have connected satellite images supplied by Chinese entities with Iran's preparations surrounding that strike.

The imagery was reportedly obtained before and after the attack. However, US officials have not publicly identified the Chinese suppliers, nor have they accused President Xi Jinping's government of directly planning, approving, or participating in the strike. This distinction is important; the original account described Iran as receiving images of the Jordanian base from Chinese entities before carrying out the deadly attack, but publicly available evidence does not establish direct involvement from the Chinese state.

China has raised the issue and demanded evidence supporting Washington's claims. The human cost of the July attack is not in dispute: Iranian ballistic missile and drone strikes hit Muwaffaq Salti Air Base, killing three US Army personnel and wounding four others. The three service members were First Lieutenant Tyler James Fihan, 25, Staff Sergeant William Jerome Rivers, 46, and Sergeant Kennedy Landon Rampers, 28, of Ozone Park, New York. Rampers was initially reported missing before being positively identified as having died in the July 17th attack.

The deaths transformed what could otherwise have been viewed as another intelligence-sharing dispute into something far more serious for Washington. If the US assessment is correct, satellite information originating from Chinese entities may have played a role in improving Iran's ability to identify and strike an American military position with lethal accuracy. Long before the latest disclosure, Washington had already expressed concern about Chinese satellite and geospatial companies providing information useful to Iran.

In May, the United States sanctioned MI Entropy Technology, Hangzhou, also known as Mazar Vision, and Chang Guang Satellite Technology. US officials argued that such imagery could improve Iranian surveillance and targeting capabilities. China rejected the sanctions and has repeatedly objected to unilateral American restrictions on Chinese companies. The latest report, therefore, lands in an environment where Washington has already expressed serious concerns.

Retired US Navy Captain Brent Sadler, now a senior research fellow for naval warfare and advanced technology at the Heritage Foundation, views the reported cooperation through a much broader strategic lens. Sadler, who spent 26 years in the Navy and focused heavily on China, maritime security, and emerging military technology, stated that it is "not very surprising that the Chinese are providing intelligence to one of their partners in crime, in this case, the Iranian regime." This characterization reflects a wider concern inside US defense circles. Conflicts in the Middle East can offer China opportunities to observe how American forces operate, how US air and missile defenses respond, and how different targeting methodologies perform under real combat conditions.

The immediate question for Washington is what response, if any, should follow if investigators become more confident about the source and role of the imagery. Sadler argued that American officials should make it clear to Beijing that Washington is watching such activity and that assistance carrying serious consequences for US forces cannot simply be ignored. Sadler stated, "But make no mistake, there will be a consequence." He suggested that economic measures would remain one possible instrument while also arguing that Washington has options falling between trade pressure and direct military confrontation.

These measures could potentially include sanctions on companies, export restrictions, restrictions on access to American technology or financial systems, and diplomatic pressure on Chinese officials. The challenge is calibrating those measures without treating unproven state involvement as an established fact. President Donald Trump, who is currently serving as US President, has so far taken a cautious approach. Speaking on September 13th about the report, Trump downplayed the revelation and compared Chinese intelligence gathering with similar activities carried out by the United States. He did not indicate that this disclosure would necessarily derail his broader engagement with Xi Jinping.

Reuters reported that Trump continued to describe his relationship with Xi in relatively positive terms. This political context matters because Trump has said Xi is expected to visit Washington on September 24th. As of September 14th, however, China had not formally confirmed the meeting in the same definitive terms used by Trump. Reuters has reported preparations surrounding the anticipated visit, including economic discussions and a potential Chinese business delegation. Xi remains President of the People's Republic of China, and this incident could complicate various international engagements.

The satellite issue could therefore become one of several sensitive security matters hanging over a Trump meeting, including the Shanghai Cooperation Organization summit and other international engagements. Washington and Beijing are simultaneously dealing with trade, artificial intelligence, Taiwan, military competition, sanctions, and China's relationship with Iran. A confrontation over imagery alleged to have aided an attack on American forces would significantly escalate these issues. There is also a second military concern: the possibility that Chinese satellite capabilities could help Iran locate US naval forces.

The original discussion raised the possibility that Chinese satellites may be assisting Iran in tracking American warships. That possibility has particular significance because the United States maintains major naval forces across the Middle East, while Iran has continued developing ballistic and anti-ship weapons intended to threaten large surface vessels. Recent reporting indicates that American officials are examining whether Chinese or other foreign intelligence capabilities are improving Iran's ability to locate and target US ships. The concern does not necessarily mean a Chinese military satellite is directly transmitting targeting coordinates to Iran.

Commercial satellite imagery can also become strategically valuable when combined with other intelligence, surveillance systems, and missile guidance technology. For China, any lessons obtained from these confrontations could also have relevance much closer to home. Beijing has spent years building missile forces designed to hold American naval forces at risk across the Western Pacific. In any future crisis involving Taiwan, the ability to detect and continuously track US forces would be crucial. Satellite reconnaissance, over-the-horizon sensors, aircraft, ships, and other intelligence systems would all form part of that targeting network. Sadler argued that Beijing would naturally study modern conflicts for lessons that could improve its own capabilities.

That does not mean Iran is simply acting as a Chinese military proxy, and publicly available evidence does not establish such a command relationship. Iran has its own strategic objectives, weapons programs, intelligence services, and a long history of confrontation with Washington. However, battlefield information can travel between countries even when there is no direct proxy relationship. Years of attacks involving drones, cruise missiles, and anti-ship ballistic missiles have given the US Navy extensive experience in detecting and defeating complex threats at sea.

At the same time, those engagements allow other militaries to observe American defensive procedures, interceptor use, radar performance, and operational patterns, which creates a constant exchange of lessons. American forces learn how to defeat emerging weapons while potential adversaries study American responses and search for vulnerabilities. This is why the Jordan strike matters beyond a single attack. Satellite imagery is no longer a capability available only to the world's largest intelligence agencies.

Commercial companies operate increasingly sophisticated constellations capable of repeatedly photographing military installations, ports, airfields, and other strategic locations. Information that once required a national reconnaissance program can now sometimes be purchased commercially, which makes responsibility much more complicated. A Chinese company can possess strategically valuable imagery without necessarily acting under direct orders from Beijing. Determining whether information was openly purchased, deliberately supplied for military use, provided through an intermediary, or transferred with state knowledge can make an enormous difference when assigning blame.

Sadler's recommendation is that the United States communicate its red lines directly rather than leaving Beijing uncertain about the consequences. Sadler stated that "straight talk is always the clearest and best thing with the Chinese and making very clear and explicitly what US interests are and not share with them all the details about what would be the consequences but make it very clear to them that there will be a full range of items that will be considered." He summarized that approach even more sharply: "clear and explicit language and definite costs for their behavior." For Trump, the decision may be whether to elevate the satellite allegation into a major confrontation with Xi or handle it privately while continuing broader negotiations with Beijing.

So far, his public comments suggest caution. China, meanwhile, rejects the allegation of wrongdoing, and the available reporting still leaves crucial unanswered questions: Who exactly provided Iran with the imagery? What did those entities know about its intended use? And how closely, if at all, were they connected to the Chinese government? Until those questions are answered with evidence, the strongest factual conclusion remains narrower than some of the political rhetoric surrounding the case. US officials say Chinese-linked satellite imagery was connected to the attack that killed three American service members.

Washington says the information was connected to the operation. Beijing denies wrongdoing, and US officials have not publicly accused Xi Jinping's government of directly organizing or authorizing the strike. But even that narrower conclusion is serious enough to demand attention, and it gives Trump and Xi another highly sensitive issue to confront as Washington and Beijing prepare for their next round of high-level diplomacy.
