Russia Resumes Imports of South Korean Petroleum Products… Attention on Changes in Korea-Russia Relations

Russia has recently confirmed the import of approximately 30,000 tons of petroleum products, including diesel and jet fuel, from South Korea. Professor Jin Jae-il stated, "There have been reports that Russia recently received about 30,000 tons of petroleum products, including diesel and jet fuel, from South Korea." This occurred while Russia is under Western sanctions following the war in Ukraine, making it an unusual instance of South Korean petroleum products entering Russia after five years.

Russia's vast territory and the scarcity of refining facilities in its Far East region are cited as reasons behind these imports. Professor Jin Jae-il explained, "Russia itself does not have many refining facilities in the Far East region. Since there are few industrial facilities there, if an explosion occurs, it is quite difficult to transport by land from 11 hours away, especially when there are not many facilities there either." This is analyzed as a logistics and supply bottleneck in a specific region rather than a general blow to Russia's overall war-fighting capability.

South Korea possesses world-class refining facilities and is particularly the global leader in jet fuel exports. Professor Jin Jae-il emphasized, "South Korea is the world's number one exporter of jet fuel. Even though we don't produce a single drop of oil, we refine and export jet fuel, which shows the extent of our refining facilities." South Korea boasts specialized technology and infrastructure for refining heavy crude, giving it a competitive edge in producing and exporting high value-added petroleum products even without crude oil production.

Criticism is mounting that South Korea's active participation in sanctions against Russia related to the Ukraine war is paradoxically increasing South Korea's security vulnerabilities. Professor Jin Jae-il pointed out, "We have continued to be dragged into a war of a country with no relation to us, and we have given up very significant benefits. Russia does not want us to continue to be a Western armory, so they have formed relations with North Korea to control us. So, it becomes a greater threat to our security." It is argued that the current government's continuation of the Moon Jae-in administration's policy towards Russia has strengthened relations between Russia and North Korea, posing a greater threat to South Korea's security. This supports the argument that national interests and security should be prioritized over the principle of being part of the West.

With the start of the pilot operation of the Arctic route connecting Busan to Europe, the possibility of a new logistics era is growing. The Arctic route can shorten shipping distance by 33-35% compared to the existing route through the Suez Canal, offering significant advantages in reducing logistics costs and time. Professor Jin Jae-il explained, "The Arctic route is not something new; it started decades ago, and utilizing it inevitably requires using Russian infrastructure. Russia's icebreaker support, route permits, and distress rescue system are universal services." He emphasized that cooperation on essential infrastructure such as Russia's icebreaker support, route permits, and distress rescue system is unavoidable when using the Arctic route, and this should be approached as part of a commercial logistics service. The Arctic route can act as a significant variable in shaping relations with Russia, beyond simply shortening the route.

Professor Jin Jae-il commented, "In any case, there will be many opportunities for cooperation in the future, and war can always end, so we need to look far ahead. It's not just about what kind of close ties this is, but it's already a commercial logistics matter, and China has already invested in Yamal LNG." South Korea needs to secure economic advantages through a complex logistics hub strategy encompassing the North American and Arctic routes, which could be a way to resolve the structural dilemma of being forced to choose amidst great power conflicts.

A growing number of voices call for South Korea to seek a pragmatic diplomatic exit strategy regarding the Ukraine war, rather than being fixated solely on principles. Professor Jin Jae-il emphasized, "Even now, if Zelensky says something strange, we need to use that to withdraw, or at least act our way out of this. Diplomacy and these matters are related to our practical interests, so pragmatism is extremely important. Principles are important, but alliances are formed for self-interest; there's nothing else." A realistic understanding that alliances are ultimately based on national interests and self-interest is needed, and with evaluations suggesting that South Korea has already missed its timing since the Ukraine war, a more cautious approach is required.

South Korea has consistently upheld its principle of restricting the export of lethal weapons to conflict zones under domestic law. Professor Jin Jae-il explained, "We have maintained consistency in providing defense materiel, adhering to relevant domestic laws and policies throughout. And because there is a law that restricts the export of lethal weapons to conflict zones, we cannot violate the law." In this situation, the Ukrainian Foreign Minister's criticism of South Korea's arms support is interpreted as undue pressure beyond diplomatic rhetoric. It was once again emphasized that providing South Korea's core strategic assets is an issue that must be approached cautiously for the protection of national interests.

Concerns are being raised that if South Korea provides the Chunmoo air defense system to Ukraine, Russia will immediately retaliate by providing advanced technology to North Korea. Professor Jin Jae-il warned, "The moment Ukraine is supported with the Chunmoo air defense system, Russia will immediately give North Korea advanced technology that poses problems for us. So that's the card they have." With relations with Russia already deteriorated due to support for Ukraine, such a decision could lead to fatal consequences for South Korea's security. Therefore, the argument is gaining traction that South Korea must acknowledge its current diplomatic failures and readjust its stance on relations with Russia to prevent additional security threats.
