The Philippine Coast Guard has submitted a proposal to the Department of Budget and Management, seeking to add 40,000 personnel to its ranks by 2030. This ambitious target aims to significantly boost the PCG's operational capacity as it prepares for a substantial fleet expansion. While the existing personnel levels are adequate for the current structure, they will be insufficient to man the new vessels and manage increased operational demands.

This proposed increase is still undergoing review and has not yet been approved or initiated for recruitment. The Coast Guard recognizes that a larger, more capable fleet requires a corresponding growth in human resources to ensure effective deployment and sustained operations across its varied missions.

The expansion of the Coast Guard's fleet presents complex staffing requirements, as each new vessel typically needs 20 to 30 personnel, depending on its classification, size, and specific operational demands. This includes a wide array of specialists required to operate the sophisticated equipment onboard.

Beyond basic manning, there is a critical need for personnel rotation to accommodate training, leave, and vessel maintenance schedules. The diverse roles encompass engineers, technicians, navigators, and other specialized crew members, all essential for the effective and continuous operation of the fleet.

The Philippine Coast Guard emphasizes that ship maintenance and crew training are as critical as the procurement of the vessels themselves for long-term operational readiness. Modern ships are equipped with complex systems, including advanced electronic sensors and radar, which require specialized knowledge for operation and upkeep.

A vessel that is docked at a pier due to a lack of trained crew or proper maintenance essentially renders it useless for security and operational purposes. Therefore, investing in comprehensive training programs and robust maintenance protocols is paramount to maximizing the utility and effectiveness of the expanding fleet.

In April 2025, Japan and the Philippine Coast Guard formalized a technical cooperation project designed to run from 2025 through 2028. This agreement builds upon previous collaborations, including the delivery of response vessels, aiming to further enhance the PCG's operational capabilities.

The project primarily focuses on improving the operation and maintenance protocols for the Philippine Coast Guard's assets. This international partnership is crucial for transferring expertise and ensuring the sustained effectiveness of the PCG's growing fleet.

The Philippine Coast Guard is tasked with an unusually wide range of missions that extend beyond typical maritime security operations. Its duties include law enforcement, critical search and rescue operations, and anti-smuggling efforts across the archipelago.

The PCG also plays a strategic role in the West Philippine Sea, balancing offshore deployments with essential domestic safety missions. This broad scope requires a versatile and well-equipped force capable of addressing various challenges simultaneously.

The Philippine Coast Guard's modernization strategy includes the acquisition of approximately 50 new ships, with the first visible components expected soon. Two US-transferred patrol boats are anticipated to arrive in Manila in October, marking the initial phase of this significant expansion. Additionally, the PCG is set to receive 40 fast patrol craft from France, further enhancing its rapid response capabilities.

Japan is also financing the acquisition of five additional 97-meter vessels, which will bolster the PCG's long-range patrol and maritime domain awareness. These acquisitions demonstrate a multi-national effort to support the Philippines' maritime security.
