Hyundai Motor Engine Defects, Up to 2.6 Million Recalls

From August 8 to 14, 2016, for one week, former Hyundai Motor department head Kim Gwang-ho reported Theta engine defects to the U.S. government. Based on his tip, the U.S. government began investigating engine fire incidents and requested an interview with former department head Kim. This allowed information that had been tacitly approved internally to be directly conveyed to an external agency, leading to the public discussion of the issue.

Around 2011-2012, former department head Kim Gwang-ho personally confirmed cases of engine damage and fires in the field. As the engine broke, engine oil leaked, and this oil came into contact with high-temperature engine bay components such as the exhaust muffler, causing fires. Insufficient durability due to engine design was identified as the main cause.

However, only a very small fraction of these actually led to recalls. Former department head Kim Gwang-ho testified that the company had an organizational culture that would stop at nothing to avoid recalls.

This led to an explosive increase in defects due to insufficient engine design strength. Former department head Kim Gwang-ho agreed with this point, confirming that the GDI engine transition was a cause of the problem's intensification.

The NHTSA initiated an investigation, questioning the cause of engine compartment fires that suddenly occurred while vehicles were operating normally. In this process, U.S. transportation authorities became aware of Hyundai Motor's concealment of defects. This marked the beginning of identifying defect incidents that had been omitted from U.S. reporting requirements.

Conversely, concealing defects would mean covering up mismanagement, also causing problems. This structure creates a dilemma, placing the Head of Quality in an unfavorable position regardless of their choice.

This indicates that recalls are a serious matter directly linked to the corporate image, beyond simple technical issues.

However, from 2017, when the report was made, annual recalls increased significantly to approximately 2.6 million units. This suggests that the U.S. has a legal environment with frequent recalls relative to sales, and the report had a significant impact on recall decisions. This change demonstrates that defect concealment was no longer possible.

Former department head Kim Gwang-ho pointed out that the audit office had a structure for identifying internal whistleblowers. He reported issues to the audit office but received no action or notification for a year. This experience was a decisive factor in his decision to report directly to the U.S. government.

Former department head Kim Gwang-ho proposed establishing a system where all recall matters are reported 100% to upper management, regardless of the recall approval stage. This aims to fundamentally prevent attempts to conceal recalls and systematically improve safety systems beyond simply reducing free repair costs. He also emphasized the importance of fostering a corporate safety culture through whistleblower protection.
