This situation is exacerbating the male shortage in Russian provinces and fueling public resentment towards the war.

The Putin regime fears large-scale casualties within the Russian military if full mobilization is implemented. Particularly, if core supporters of the regime in Moscow and St. Petersburg are conscripted, the regime's survival could be threatened.

Announcing full mobilization ahead of the Lower House election would impose a significant political burden, potentially leading to a major crisis for the regime.

This dilemma shows the Putin regime's difficulty in balancing war continuation and internal stability.

Social instability is expected to increase further as surviving soldiers of the war are anticipated to face severe employment difficulties upon returning to society.
